A Study On The Whole Process Cost Management Of A Sino-French Joint Venture For Investor

Engineering projects play an important role in the production of national economy,which is the foundation of national construction and development,also it is the cornerstone of national material and cultural life.Meanwhile,the construction project has the characteristics of strong system,large investment volume and long time horizon,and its management is quite complex.The meanings of cost for the different project parties are different,in terms of project owner,the construction cost management is a very important part of the construction project management,which is due to the cost of fixed assets has a direct impact on whether project's future operation is successful or not.At the moment,the domestic research on cost management of the industry started relatively late or not targeted enough,and a set of perfect project cost management system has not formed in particular,that leads to "three exceed" phenomena,the project approximate amount over budget estimation,budget over approximate amount and final accounts over budget,which is wildly existing in project processing.Enterprises need a scientific and reasonable cost management system,conducting to project cost management perfectly and efficiency and ensuring the smooth completion of the construction project in time.A sino-french joint venture nursing home project is the first cooperation project of state-owned enterprises and French capital to enter the big health care industry.The main work of this project is to carry out a renovation project by using state-owned enterprises own property.Due to lacking engineering management experience by the construction party and the concepts differences in project construction and operation between China and France,there are more problems in the process of project promotion.This paper firstly introduces the basic concept of the whole process cost management of construction project,and based on the theory and principle of the whole process cost management.In the case of a joint venture project,this paper has analyzed the relative cost management problems existing in investment project stage,design stage,bidding stage,construction stage and completion settlement,putting forward measures to strengthen project cost management in the whole process,at the same time,by using value engineering cost management method in the analysis of the related events at various stages,this paper points out the feasibility of the value engineering in the application of the construction project cost management.Through the analysis and arrange,this paper has put forward to solve the project cost management problems for project owner in the aspect of human organization structure,working process,etc.and also provide a complete set of reliable experience and cost management method for the other projects in the future.
