In recent years,Global Climate Change happens frequently,such as violent storm,heavy rain,Climate Change has already threatened our life.On this background,The charaeteristies of economy of low power,low pollution and low emission have became to be a theme of the time.Energy is an important support of modern economy and a significant basis for the survival and development of humankind,and it plays an important role in development of promoting the economy and society.With the raid economic development the demand for energy grows larger and larger in liaoning province,but the traditional energy resources decline day by day,which can not meet the needs of economic development.Therefore,developing new energy is particularly important.According to the related research,the thesis introduce the connotation of low carbon and energy,Estimating earbon emission by the coefficient of carbon emissions and energy consumption,and gaining the data of carbon emission in Liaoning,Analysising the relationship between energy consumption and carbon emissions,It is carbon emission that keeping synchronous growth with energy consumption,Therefore,in order to reduce carbon emissions in Liaoning province,to achieve energy conservation and emissions reduction targets,the thesis adopts the method of a carbon tax to control carbon emissions,And by using production function and multiple regression analysis to verify the feasibility of a carbon tax.Based on the above analysis,the thesis analysis energy consumption,and conclude the existing problems in the energy consumption structure in Liaoning province.The minimum energy consumption and carbon emissions as the goal,using multi-objective programming to optimize the energy structure of Liaoning province,Using goal programming method and deviation method to solve the model,it is concluded that the result of optimization of the energy consumption of Liaoning province,Finally,combined with the present situation of Liaoning province.From the Angle of reducing carbon missions and developing new energy,putting forward some reasonable suggestions for the development of Liaoning province.Finally,Combined with the present situation of Liaoning province.
