The development of new energy vehicle in China has been driven by the policy so far,such as subsidy,tax preference,free lottery listing and other supporting measures.However,the results about the promotion were unsatisfied.Besides,subsiding to new energy vehicle producers would easily lead to the "cheat fill",the inferior quality and other problems.In our opinion,that would not only affect the promotion of new energy vehicle in negative direction,but also cause the waste in fiscal resources,which seems to be inverse to the original intention of supporting the new energy vehicle industry.Therefore,it is necessary to evaluate effectiveness of the promotion policy.This article analyzes the influence of subsidy and free lottery listing policy in purchase-restriction cities through the fix-effect panel and differences-in-differences model separately.At the same time,the article establishes the static state panel data including 24 pilot cities in horizontal dimension and 2010-2015 in vertical dimension.Then the fix-effects model is used to verify the three hypothesizes:"the quantity of subsidy has positive effects on promotion of new energy vehicles",“free lottery listing policy also has positive effects on promotion of new energy vehicles”and“During the period of 2010-2015,the large-scale supporting policy in 2013 has the stronger positive effects than the 'Ten cities and one thousand engineering' on the promotion”.The study also finds that the free lottery policy has the time lag effect and the influence is strengthened year by year.Finally,the article puts forward the suggestions based on the theoretical and our empirical studies in order to make contribution to the present related research and the promotion career of new energy vehicles.
