Financing Model Design Of Securitization In Ecological Compensation

With the continuous development of social economy and the destruction of ecological environment,people gradually realize the importance of ecological protection and put forward innovative ecological compensation policies.Our government attaches great importance to the ecological compensation policy.Every year,a large amount of funds are invested in the ecological compensation projects in our country,and our country has become the largest implementing country of the global ecological compensation projects.But it also puts a lot of pressure on the central and local finance.At present,the state also advocates expanding financing channels and actively introducing social capital.China's asset securitization business system is also constantly improving,the procedures have been simplified and the risk management has been strengthened,which makes the asset securitization market in China begin to develop healthily.Therefore,this paper proposes the application of asset securitization model in ecological compensation projects,and cites the relevant concepts of water bank to build the ecological asset pool needed for asset securitization.Starting from the first mock exam's background and significance,this paper introduces the application of asset securitization in ecological compensation,then analyzes the theoretical basis of ecological compensation,ecological capital and asset securitization.Finally,it builds a model of securitization of ecological compensation assets based on the relevant circumstances in China.The model is divided into two parts: ecological resources capitalization and asset securitization.The form of water resources capitalization is to build water bank to manage related resources,which also provides a guarantee for the basic asset pool of asset securitization.In the part of asset securitization model,the author makes a theoretical description from asset pool,namely,water bank,SPV,credit enhancement and rating agency,and demonstrates the basic conditions for the smooth operation of the model.Then the author applies the model to the specific project of ecological compensation in Xin'anjiang basin,and constructs the asset securitization model suitable for Xin'anjiang basin.Finally,this paper also puts forward some suggestions to protect the operation of the asset securitization model of ecological compensation project.The innovation of this paper is to put forward the concept of ecological asset pool,and to build the model of ecological compensation asset securitization.The research results and policy recommendations have a good policy reference value for the implementation of state compensation and the expansion of compensation forms in China.
