Study On Safety Operation Supervision Of Long Distance Natural Gas Pipeline

As a green,low-carbon and clean energy,natural gas plays an important role in promoting China's economic and social development and regulating China's energy structure.Long distance pipeline is an important carrier of natural gas transportation.Ensuring the safe operation of long-distance natural gas pipeline is the cornerstone to ensure the energy security and sustainable development of national economy.However,in recent years,the safety accidents of China's long-distance natural gas pipeline have been suffering,which highlights that there are still many problems in the safety supervision of long-distance natural gas pipeline in China.Through in-depth study on the problems and causes of the safety operation supervision of long-distance natural gas pipelines in China,and puts forward targeted countermeasures and suggestions,which has far-reaching significance for improving the level of pipeline safety supervision and ensuring the safe operation of China's long-distance natural gas pipeline.In this paper,first of all,through the literature research method to understand the safety supervision of oil and gas pipeline at home and abroad,initially grasp the latest research results of oil and gas pipeline safety supervision,and lay the foundation for further research.Secondly,this paper defines the core concepts of long-distance natural gas pipeline,safe operation and safety supervision,and selects responsive supervision theory,crisis life cycle theory and collaborative governance theory as the main theoretical basis of this paper.Then,this paper analyzes and studies the development history,development history and current situation of safety supervision of long-distance natural gas pipeline,and further takes the west to east natural gas pipeline as an example to carry out a detailed study.Through questionnaire survey,248 pipeline employees are surveyed,and the government staff and pipeline managers are interviewed A total of 24 third-party people along the pipeline conducted interviews,and studied in detail the problems existing in the safety supervision of the first line of the west to east gas pipeline,mainly including the imperfect legal system of pipeline safety supervision,unclear rights and responsibilities of the regulatory body,inadequate implementation of government regulatory responsibilities,lowmanagement efficiency of pipeline enterprises,insufficient application of safety supervision technology of pipeline enterprises,and multiple regulatory functions Through the use of responsive regulatory theory,crisis life cycle theory and collaborative governance theory,the reasons for the above problems are analyzed in detail.In addition,this paper also studies and analyzes the excellent practices of the United States,Russia and the European Union in pipeline safety operation supervision,seeking experience for reference.Finally,this paper puts forward countermeasures and suggestions to solve the problem of safety operation supervision of long-distance natural gas pipeline.In view of the regulatory subject,the government departments need to improve the legal system of pipeline safety supervision,clarify the division of rights and responsibilities of regulatory bodies,and ensure the implementation of regulatory responsibilities of government departments.For natural gas long-distance pipeline enterprises,it is necessary to improve the management level and technical measures to ensure the implementation of the main responsibility Finally,it puts forward the countermeasures and suggestions to build a diversified supervision system.It is hoped that the countermeasures and research results proposed in this paper can help improve the safety supervision level of China's long-distance natural gas pipeline,effectively ensure the safe and stable operation of the pipeline,build a safe and efficient energy transmission system,and promote the continuous adjustment of China's energy structure and promote the sustainable development of national economy.
