Research On The Current Situation And Countermeasures Of State-owned Oil Enterprises' Fulfilling Social Responsibility

Corporate Social Responsibility is related to the vital interests of many stakeholders,so it is a permanent topic.For many years,Corporate Social Responsibility has been widely concerned by many experts,scholars,governments and society.In China,the state-owned oil enterprises are the core subjects of the national economy and their performance of social responsibility has a significant impact on the national economic and social development.So,what problems does China's state-owned oil companies have in fulfilling their social responsibilities? What social responsibilities should be fulfilled and how should they be fulfilled? How should the government,as one of the stakeholders,push the state-owned oil companies to fulfill their social responsibilities? This paper will take Sinochem Oil Jiangxi Co.Ltd as an example to specifically discuss these issues.through the understanding of the current situation of the state-owned oil enterprise industry in fulfilling social responsibility,we can further provide a reference scheme for solving the problem of the state-owned oil industry and other industries in fulfilling social responsibility.Starting from the relevant literature,this study further combs the research results of corporate social responsibility at home and abroad,and clarifies the basic concepts and contents of corporate social responsibility and social responsibility of the oil industry,especially the social responsibility of oil companies of different natures,as well as the relevant theoretical framework.The author chooses his former work unit(Sinochem Oil Jiangxi Co.Ltd)as the object of practical investigation,objectively analyzes the social responsibility problems and the causes of it,and then,based on the experience and practice of foreign countries,puts forward his own suggestions and countermeasures for the social responsibility problems of China's state-owned oil enterprises from the perspectives of enterprises and governments.This paper holds that no matter what the nature of the enterprise,the enterprise should not only reflect the economic benefits and economic responsibility,but also bear the necessary social responsibility.State owned oil enterprises and private oil enterprises have both commonness and individuality in fulfilling social responsibility.They are consistent in the content of social responsibility,but there are differences in the implementation.In China,from the perspective of system,as an important means of government intervention in economic development,state-owned enterprises can effectively overcome market failure and functional defects in the process of market operation.According to the specific situation of market operation,the government canintervene the state-owned enterprises through necessary intervention means to balance the economic structure and stabilize social development.This paper points out that to ensure the safety of energy production and sales and the stability of market supply are the core social responsibility bottom line that the state-owned oil enterprises must firmly hold;state-owned oil companies must bear the main responsibility for handling national emergencies and resolving major natural and social disasters;they must unswervingly strengthen internal mechanisms to escort the company's correct performance of social responsibilities;to improve the production environment and living environment of employees,enhance the sense of mission and honor of Corporate Social Responsibility;to steadily promote the development of corporate social public welfare undertakings,contribute to community construction,social stability and harmony;to pay taxes and manage in accordance with the law,and constantly expand the good image of Corporate Social Responsibility.At the same time,the article emphasizes that the government should establish,improve and perfect the legal system construction of Corporate Social Responsibility;attach importance to the construction of the evaluation system of the social responsibility of the oil industry;strengthen the guidance and publicity of public opinion;fully embody the Corporate Social Responsibility in the aspects of corporate supervision and self-management ability and level improvement.
