Study On Legislation Of Rural Domestic Sewage Treatment In Gansu Province

Since the 19 th national congress of the communist party of China(CPC),the Ecological civilization thought has been deeply rooted in the hearts of the people,and the country has introduced a large number of policies in the short term for rural revitalization and improvement of rural living environment.In the context of building a moderately prosperous society in all respects,it is imperative to improve the living environment in rural areas.At present,rural areas are the key to building a moderately prosperous society,Gansu province is the key to poverty alleviation,ecological environment management is the key to rural revitalization,and rural sewage treatment is the key to improving the living environment.In order to effectively make up for the shortcomings of rural domestic sewage treatment in Gansu,it is necessary to establish and improve the relevant laws and systems as soon as possible.However,at present,the legislative experience in relevant fields of the state is insufficient,and there is little theoretical research,so there are many difficulties in promoting the local legislative work in the short term.Therefore,it is necessary to study the legislation of rural domestic sewage treatment in Gansu province.This subject through the investigation and consulting data,preliminary master Gansu province rural domestic sewage discharge and treatment status;Through in-depth investigation and comparative analysis,it understands the practical difficulties of local legislation in China and Gansu province.On this basis,it makes full use of the comparative research method,compares the domestic and foreign advanced rural(decentralized)sewage treatment legislation practice,and explores the feasible way to improve the rural domestic sewage treatment legislation in Gansu province.Firstly,we should improve the system as soon as possible on the basis of learning from the experience of Zhejiang's "ten-million-yuan project" through policy guidance,promote the treatment of rural domestic sewage,and provide practical experience for local legislation.Secondly,we should make full use of the legislativeresources of provinces and cities in different levels,give priority to the legislation at the provincial level,and give priority to the legislation in cities divided into districts and ethnic minority areas.Thirdly,we should learn from some innovative measures of advanced countries and China,explore the framework of local legislation system,and enrich local legislation content.Finally,further legal interpretation,improve the relevant system,to ensure the implementation of the law.
