With the issuance of the first batch of pollution discharge permits for 15 industries at the end of 2017,China officially entered the era of “one-permit” for pollution discharge.At present,the two important regulations concerning the permit system for pollution discharge have been issued,namely,the Classification Management List for Fixed Pollution Source Discharge Permits and the Administrative Measures for Pollution Discharge Permits(Trial),and a solid step has been taken to reform and improve the permit system for pollution discharge.Therefore,at this stage,it is urgent to carry out the evaluation of the effectiveness of the Pollution Discharge Permit System,find the effects and problems of the current Pollution Discharge Permit reform work,and provide suggestions for the next step of the reform of the Pollution Discharge Permit System.Firstly,this paper,starting with theoretical research,described the specific connotation of the effectiveness of pollutant discharge permits in the petrochemical industry by combing with existing research results based on the analysis of the system of pollutant discharge permits and the validity of this system.The research results of this paper provide certain reference for the study of the effectiveness of similar petrochemical Pollution Discharge Permit Systems.Secondly,after the scientific analysis of research methods for effectiveness,this paper explored the evaluation of the target in this paper by using influencing factors for effectiveness + analytic hierarchy process(AHP),which is a widely used qualitative and quantitative method.Thirdly,4 representative petrochemical enterprises were selected for case analysis.The core management ideas and key points of management regarding the necessity,whole process and refinement of pollutant discharge permits in the petrochemical industry in China were analyzed,laying the foundation for the development of effectiveness evaluation.Forth,effectiveness evaluation in the system of China's pollutant discharge permits is blank.The effectiveness evaluation of the environmental impact assessment(EIA)system that is relatively mature in China was summarized using frequency analysis.An index model of three-dimensional evaluation system including feasibility at the macro level,coordination at the environmental management level and applicability at the technical level was obtained,focusing the improvement of environmental quality and enterprises' continuous compliance.On the basis of the theoretical analysis,related literature and reports,the correlation diagram for key factors of the effectiveness of pollutant discharge permits in the petrochemical industry was constructed using frequency analysis,principal component analysis and Delphi method(expert consultation method).Based on the evaluation model,a three-dimensional index system covering key factors was built.Fifth,the effectiveness of pollutant discharge permits in China's petrochemical industry was evaluated using the expert consultation method,which demonstrated that evaluation indexes,standards and methods were practical.The importance,reality and sufficiency of indexes were scored through expert consultation,third-level indexes were subjected to scientific empowerment and calculation using the AHP method,and thereby the comprehensive evaluation index(S = 0.724)for effectiveness was obtained,with a better degree.Finally,the results of AHP were briefly analyzed to verify the reasonableness of the results.Sixth,according to the links with low scores in the AHP analysis,suggestions for improving the effectiveness of pollutant discharge permits in China's petrochemical industry were put forward to promote the development of pollutant discharge permits in China.
