The Third Oil Mining Management Area is an old oil mining area developed and constructed for more than 40 years.Nowadays,its mining of oil and gas is becoming more and more difficult.In order to ensure the continuous mining and stable yield of this old oil area,it needs an enormous sum of capital to be invested for the maintenance work of this oil area.In this way,the large-scale idle fixed assets come into being.In addition,the technical level cannot keep up with the speed of the replacement of fixed assets,which also leads to the continuous generation of new idle fixed assets.The idle fixed assets in the Third Oil Mining Management Area have the features of distributing widely with large stock and various categories.How to reasonably adjust the idle fixed assets as well as making full use of it so as to maximize the investment income is the key point of the fixed asset management in the current oil mining management.Therefore,it is of great practical significance to strengthen the research of idle fixed assets in the Third Oil Mining Management Area.Under the above background,on the basis of researching the status quo of idle fixed assets of the Third Oil Mining Management Area,this thesis analyzes the causes of idle fixed assets,and points out the main existing problems,including the large-scale idle fixed assets,the backward technology level,the untimely scrapping,etc.Aiming at those problems,this thesis puts forward rectification measures,mainly including building rules and regulations,regulating the idle fixed assets,building the replacement supermarket for idle fixed assets,strengthening technical reforms,renting,selling,liquidating,and scrapping the idle fixed assets,etc.In addition,many incentive measures as well as information supports are put forward to ensure the effective implementation of the above measures.
