| Water is the source of life and provides basic guarantees for human production and life.With the development of modern technology,the role of waters is getting bigger and bigger,but with the economic development and population growth,China’s water pollution phenomenon has become prominent,which has seriously threatened people’s normal life.At present,there are more than two-thirds of the areas in China where there are water pollution and water shortages.The report of the 19 th National Congress of the Communist Party of China requires that "the prevention and control of water pollution should be accelerated,and the comprehensive management of the river basin environment and coastal waters should be implemented." The “Decision on Comprehensively Promoting High-Quality Development” made by the Third Plenary Session of the 11 th Sichuan Provincial Committee,proposed to “strengthen the comprehensive management of water environment in key river basins such as Minjiang River,Minjiang River and Jialing River”.This thesis studies and analyzes the examples of water environment comprehensive management in the Tuo River Basin.It adopts the theory of overall governance and uses the case analysis research method to confirm the overall governance theory,public product theory,and legal administration theory.The importance,necessity and urgency of the process of environmental protection system reform.Through the in-depth study of organizational system construction,adjustment of government functions,supervision of accountability and incentives in the process of water environment management in the Tuo River Basin,the important role of organization,policy,capital and technical support in governance is analyzed,and the governance is remarkable.The decisive factors of effectiveness indicate that government coordination,social participation,and legal governance are urgent needs for water environment management in river basins.Finally,it is concluded that watershed water environment governance should adhere to the revelation of government coordination,social participation,and legal governance,and provide practical reference for further enriching the theoretical study of watershed comprehensive environmental management and the comprehensive management of water environment and government governance system in other regions. |
