China has witnessed frequent haze weather,and the "haze besieged city" has attracted great attention from all walks of life.In this paper,284 cities in China from 2004 to 2016 are taken as samples to study the correlation between financial development,industrial structure and haze governance by spatial econometric method and analyze it by regions.It is found that the current industrial structure of China has a non-linear impact on haze pollution,showing a positive "U" shape;financial development has a regulatory effect on industrial structure and haze governance,among which the regulatory effect of financial efficiency on industrial structure and haze pollution is greatly affected by regional industrial structure,while the regulatory effect of capital support on industrial structure and haze pollution is affected by the government The policy has great influence.Haze pollution enterprises are dominant in industries with high financial efficiency nationwide,while capital support industries are developing to slow down haze;haze emission reduction enterprises have been dominant in industries with high financial efficiency in the East,but the impact of capital support on the development of industries to reduce haze emission is not significant,and there is a significant two-level differentiation of haze pollution in the East,which needs to be treated differently and stressed Point Governance: the haze emission reduction enterprises in the industries with high financial efficiency in the central region have also been dominant,but the government intervention is strong,and the capital support industry has not developed to slow down the haze pollution,which has affected the further haze emission reduction in the central region.The western region is in a relatively backward stage of development,and haze pollution enterprises are dominant in industries with high financial efficiency.Meanwhile,capital support industry is developing to slow down haze.However,the impact of industrial structure on haze pollution is not very obvious,so it is necessary to prevent falling into the dilemma of pollution before treatment.The empirical results show that there are significant spatial spillover and negative externalities in the haze pollution,so the government regulation and market mechanism are needed for haze control.Haze control needs the government to play a regulatory role.The central government should issue the regional cooperation policy of joint prevention and control,promote the regional cooperation of haze control,improve the relevant laws and regulations,and improve the haze control system from the top-level design.Local governments should actively promote the adjustment of regional industrial structure,strengthen environmental regulation,and force enterprises to constantly improve their technical level,carry out self-renewal and reduce pollution emissions.The local government should also correctly guide the financial development to support the environmental protection industry,so as to prevent the distortion and loss of market allocation efficiency caused by excessive intervention in financial development.Relevant departments should straighten out the channels from R&D to actual transformation of science and technology,promote the transformation of scientific research results into actual productivity,promote the improvement of regional science and technology level,and solve the technical bottleneck of environmental governance.Haze management also needs to use the power of market mechanism to internalize external diseconomy.Establish emission trading markets at all levels as soon as possible,clarify the ownership of property rights,and form a mature trading system;formulate a feasible environmental tax system,improve the cost of polluting enterprises,and let the market to survive the fittest and force enterprises to carry out technological upgrading and transformation development.On the basis of research,the concept of relative green development is put forward in order to alleviate the contradiction between regional economic development and environmental protection.The concept of relative green development can be expressed as follows: as long as there is effective green improvement,this industrial adjustment is beneficial to improving the environment,and should also belong to the category of green development.The concept of relative green development is helpful to promote the improvement of relative green development for the pollution industries that are difficult to be eliminated,the pillar industries that affect the regional development,and the key industrial sectors of the regional transformation and development.It should also be considered as a kind of green development and supported by the government.The first part is the introduction,which discusses the background and significance of the research,and through the analysis of domestic and foreign literature,puts forward the research problems.The second part is the theoretical analysis and research hypotheses.Through the theoretical analysis and mathematical derivation,the paper further proposes the hypotheses.The third part is the selection and setting of the model.The empirical model is selected and set according to the actual situation of relevant tests and research issues.The fourth part is the empirical analysis of the impact of financial development,industrial structure and haze governance.Firstly,284 cities across the country are empirical studied.Secondly,in order to study regional differences,according to the East,middle and west regions,empirical research is carried out to further demonstrate the assumptions of this chapter.The fifth part is the research conclusion and policy recommendations.According to the results of empirical research,it puts forward relevant feasible policy recommendations,and provides suggestions for China's haze governance.
