With the rapid progress of China's industrialization and urbanization, the number of urban motor vehicles has been rising rapidly. While residents enjoy the convenience of transportation facilities, they also suffer from the pollution caused by motor vehicles.China Vehicle Environmental Management Annual Report states that current road source emissions have become an important source of air pollution in China. The Program of Building National Strength in Transportation issued by the CPC Central Committee and the State Council puts forward requirements for advocating the concept of green and low-carbon travel, coordinating the management of oil, roads, and vehicles, and effectively preventing air pollution from road transport. In view of the severe air quality in Shijiazhuang, the timely analysis of the impact of Shijiazhuang's urban road traffic emissions on the surrounding environment is particularly important at present.Firstly, this paper is based on the actual investigation of traffic data, and references the traffic emissions inventories of typical intersections and urban road sections in Shijiazhuang City established by the VISSIM-MOVES model, coupled with the CALPUFF pollution source emission diffusion model for a numerical study on the dynamic diffusion of traffic emissions at urban intersections and road sections.Through the new research method after model coupling, the diffusion characteristics of various types of traffic pollutants are analyzed. The results of the study found that,in the qualitative level, carbon monoxide and nitrogen oxides have a wider diffusion range than other types of pollutants, and are significantly affected by wind direction and speed during the diffusion process; At the numerical level, the author analyzes from the personal perspective :the concentration of environmental indicators in the road range during the peak of traffic flow is much greater than the surrounding living environment, while the daily average concentration indicators are the opposite.Secondly, based on the Green-Shield linear traffic flow model, this paper establishes a model for calculating the ETC by combining with MOVES emission factor and CALPUFF dilution factor. The newly established model is used to calculate the threshold of traffic allowances at intersections and road sections, and then evaluate whether the actual traffic volume exceeds the environmental standard traffic volume limit. The results of the study found that there are some problems with the current emissions of the transportation environment, which have put pressure on the entire atmospheric environment. Finally, this article proposes emission reduction scenarios for intersections and road sections, and evaluates emissions reduction effects using environmentally acceptable traffic volume as an evaluation index. The results show that after adopting new energy substitution and emission reduction measures at intersections, the emissions of various pollutants have been reduced to varying degrees from 10% to 20%.The intersection's environmental allowable traffic indicator has increased by 26.5%,and the emission reduction effect is significant; After adopting AER scenario emission reduction measures on road sections, the total amount of each pollutant has been reduced to varying degrees, and the difference between the actual traffic volume of each road and the environmentally acceptable traffic volume has also increased significantly.Through the study of emission reduction strategies, this article ends up with traffic management policy recommendations that are constrained by environmental conditions, such as new energy vehicles to replace traditional energy vehicles.
