Research On The Operation Mode Of Urban Sewage Treatment Corporations

Under the background of the improvement of national policies and the sewage treatment technology,this paper systematically studies the concept and content of the operation mode of sewage corporations based on the actual situation of the above ground type C sewage treatment plant and the underground type D sewage treatment plant,and carries out the operation mode of sewage corporations according to different classification marks(e.g.by corporations nature,investment and financing mode).In this paper,the operation mode of sewage treatment corporations are divided into generalized operation mode and narrow operation mode.On this basis,six different charging methods are summed up,the minimum water volume method,simple calculation method,simple calculation plus falsify method,average value section pricing method,actual water volume section plus calculation method(subtraction method),coefficient adjustment charging method.This paper summarizes the characteristics and applicability of EP,EPC,BOT,TOT,PPP modes and entrusted operation modes,then analyzes the cost,economic benefit,financing mode,application scope and ownership under TOT,BOT and PPP modes,and provide the suitable operation mode for sewage corporations and government to get the maximize benefits.Through the extensive collection of data and full investigation of sewage treatment projects,this paper selected BOT mode C sewage treatment corporation and the PPP mode D sewage treatment corporation for case study.Firstly,this paper introduces the background,technological process and operation of the corporations.In the cost model analysis of sewage treatment corporations,according to the actual situation of sewage enterprises,the annual cost is counted and calculated,and the existing problems of cost expenditure are analyzed.In the analysis of the income model of the sewage treatment corporations,C and D corporations use the coefficient adjustment method to adjust the unit price of the sewage charge each year,making statistics of the annual water treatment capacity of the sewage treatment corporations,calculate the income of the sewage treatment corporations by using the sewage charge method of minimum water quantity,analyzes its cost,income,unit price,profit,etc.Finally,according to the results,the paper analyzes the problems of C and D in detail,and then provides its own future development plan.In chapter six,through the analysis of the theory and the case,some suggestions are given to the urban sewage treatment corporations and the government.
