Coal is one of the most basic and widely used energy sources in the world since the industrial age.After entering the 21st century,the process of informatization has greatly weakened the status of coal,but coal is still a long-term indispensable energy source globally,especially in China,which is still in the middle stage of industria lization.Nowadays,many high-precision industries and high-energy-con sumng enterprises have higher and higher requirements on coal quality.Refined coal,medium coal and other reprocessed coal products provided by coal preparation plants are favored by domestic and foreign markets.Since the 21st century,China's coal preparation industry has shown an explosive growth in its development area,development industry,and development scale,but at the same time,due to its high energy consumption and more pollutants,not only has it increased the national water and electricity The supply pressure has also destroyed the surrounding ecological environment to a certain extent.Therefore,in order to achieve sustainable and flexible development of coal preparation plants,taking into account economic benefits and energy conservation and emission reduction,it is necessary to fully implement cleaner production.Cleaner production started late in China.Until the beginning of the 21st century,China began to carry out cleaner production demonstration and pilot work in Beijing,Shanghai and other places.Subsequently,many provinces and cities responded to the tilt of the country's corresponding policies and initially issued some local pilot policies and regulations to promote cleaner production.According to the documents,some enterprises in petrochemical,metallurgical and other industries also made timely improvements to production and processing equipment,and introduced a considerable number of high-tech talents.However,the effective implementation of cleaner production does not only rely on advanced equipment and R&D and operation personnel,but also requires a cleaner production management system that matches it.Compared with the advanced management level in the same period abroad,the management of cleaner production in China's coal industry is neither mature nor complete enough for system formulation or system construction.Shanxi,as a major coal-producing province,needs to invest a lot of effort in clean production in the coal industry.This article takes the newly-built coal preparation plant of the low-sulfur coal well Shuangliu Mine affiliated to Shanxi Fenxi Mining Co.,Ltd.as an example.Based on the standard requirements for the development of clean production,the life cycle assessment(LCA)method is used to clean the coal of the coal preparation plant.Carry out an evaluation of the entire process,and comprehensively identify the high-energy-consuming production processes,links,and parts by using the comprehensive calculation of sample selection using resource depletion coefficient and environmental impact potential value,as well as waste types that exceed pollution standards or are different from other advanced coal preparation plants,Tracing back to the roots,further in-depth find out the deficiencies and loopholes in the plant's resource control,clean production responsibility mechanism,etc.,breaking the conventional end-of-end governance ideas.For the improvement of the coal preparation plant's equipment,control management during the production process and corresponding To explore the responsibility mechanism and guarantee mechanism,and builde a relatively complete clean production management system to provid e a reasonable concept for the comprehensive realization of clean production in the Shuangliu Coal Preparation Plant,and hope to provide reference for other industries of the same type.
