A Study Of The Cost Controlling For The Large ASU EPC Project

ASU is the short name of Air Separation Unit,the major purpose of large ASU plants is to provide the Oxygen,Nitrogen and IA/PA and rare gases products.Due to large ASU EPC project is a complex integrated system which with high technology and significant investment with long term.Therefore,a scientific project economic analysis is necessary step when the investors decide to invest or not.Also the analysis is the base of project cOst control.An effective cost control could save a lot of money for the EPC subcontractor and enhance the competition of the EPC Company,also save the money for the end user and get win-win project,and significant social and economic benefits.The most of the developed project cost control theory and methodologies have been applied in general construction or real estate projects but not large ASU EPC projects.The meaning of the paper is to fill the empty of the study of large ASU EPC project cost control.This paper discusses about the methodologies of how to control the cost of large ASU EPC project by create a project cost control system based on WBS and select the most competeive subcontor to co-work.Intergrated with entire process and dynamic cost control theories and methodologies of responsibility costing,value engineering,and target costing.In the whole project proposal and execution phase.In the purchasing phase procurement team combiened the target costing and VE to do the indirect procurement,to reduce the purchasing hours and cost.Verifing the final site QTY strictly to make sure the real costs are met or lower with the project budget.To create the module of project cost control,via AHP and fuzzy synthetic evaluation model to verify the validation and effection of the cost control scenario.By select the comment and feedback from related experts,and analyze it to optimize scenario.Eventually get the final validation by test in real project execution.
