Study On The Dilemma And Countermeasures Of Radioactive Source Safety Management In J City

The radioactive source refers to the radioactive material that is permanently sealed in the container or has a tight cladding and is solid except for the materials in the nuclear fuel cycle category of research reactor and power reactor.The radioactive source has been effectively used in many fields,such as chemical industry,medical treatment,steel and so on,which has promoted the economic development,but the accidents caused by the radioactive source can not be ignored.First,in the accident of accidental radiation caused by radioactive sources,radiation damages human health,may cause gene mutation,chromosome aberration and other consequences,and even cause death;second,after the radioactive sources are stolen and lost,they become potential "nuclear killers",which are colorless,tasteless and imperceptible,and easy to cause social panic.As of June 2019,142607 radioactive sources are in use in China,with a large number and an increasing trend year by year.The task of safety supervision is very arduous.In recent years,the annual incidence of radioactive source accidents in China has been controlled below 1.0 per 10000,However,the accidents of radioactive sources still occur every year and are difficult to stop.Some radioactive sources cannot be recovered after being stolen or lost,forming a potential "time bomb".Some major accidents have also become social hot spots.After being reported by the news media,the whole country pays close attention to the progress of the events.Affected by the changes in the international environment and the sharp fluctuations in the industry,the economic benefits of some units are not good,the capital guarantee and personnel investment are insufficient,and the safety management work is not in place,highlighting the radiation risk.Not only that,the government supervision departments and social groups still have shortcomings in thinking and action,which is not conducive to ensuring and improving the level of urban nuclear safety.J City,a county-level city in East China,is a typical industrial city,with a large number of radioactive sources and a wide range of categories.It has certain representativeness in industrial application,enterprise management,safety supervision and other aspects,which has reference significance for improving the level of urban nuclear safety management.Firstly,the author investigates some unique practices in the safety management of radioactive sources in J City,fully absorbs and draws on the valuable experience of the safety management of radioactive sources,and collects the difficulties and challenges faced by the safety management of radioactive sources in J city.Through the use of data analysis,questionnaire survey and other means,from the aspects of government supervision,enterprise management,social public to find problems,find deep-seated reasons,and finally from the four aspects of government supervision,enterprise management,social public,laws and regulations to make recommendations,to help improve the level of urban nuclear safety.The safety of radioactive sources is related to people's health and social stability,which requires the government,enterprises and society to realize the importance of this work for a long time,actively invest in,take the initiative and jointly participate in the cultural construction of "nuclear safety",and work together to build a nuclear safety defense line.On this basis,give full play to the economic benefits of radioactive sources,so that they can better serve the people and create wealth.
