Studies Of The Water Conservancy Sudden Public Events Of Liaoning Province

In the history of human development,water has been playing an important role as the source of life.However,among a lot of social events,the problem of water is becoming more and more prominent recently.Such as water pollutions and natural disasters,water burst events shows huge destructive power concerned human life and property safety.Therefore,it is necessary to strengthen emergency management of water public safety to minimize social losses.Ministry of Water Resources has developed a series of regulations and various contingency plans to cope with floods,typhoons,toxic and hazardous substances explosion and leakage related to water public emergencies actively.Although these actions have reduced the losses effectively,but in response to water emergencies intensified,it is still a long way to go.In this social background,this paper analyzes the present situation and problems of the emergency management,taking the emergency management of water conservancy in Liaoning Province in these years as an example.Comparing other provinces,this paper also proposes how to improve the emergent water management in Liaoning Province in the following aspects:First,we should establish and improve the responsibility,supervision,decision-making system of emergency management.Second,we should establish an effective prevention and early warning system of water emergency.Third,we should establish permanent institutions dealing with water conservancy and promote the construction of emergency linkage system.Fourth,we should establish information disclosure system of water emergency in public.Specifically,this paper is divided into six parts.The first part is the preface,which introduces the research background,research significance,research methods,literature review and innovation.The second part is the theoretical Overview of the government emergency management of public water conservancy,which introduces the definition,classification and characteristics of government emergent management.The third part introduces the current situation and existing problems of the public water incident management based on 3 years'emergency management of public water conservancy in Liaoning Province.The fourth part introduces the advanced experiences of public emergency water management in other provinces of China.In the fifth part,the countermeasures of perfecting the emergency management of water conservancy in Liaoning province are put forward in four aspects.The sixth part is the summarization and prospect of emergency management of public water conservancy in Liaoning Province.
