With the acceleration of China’s economic development and industrialization,environmental problems are increasingly obvious.The imbalance and inadequacy of development and other issues,the people’s needs are divided into two levels.On the one hand,it urges the economic development of society to improve material life,on the other hand,it requires the improvement of ecological environment to improve the quality of ecological life.In the face of the intensification of this contradiction,regional managers need to consider not only economic development to further improve the industrial modernization development system,promote the modernization process,ensure people’s employment and improve people’s lives,but also how to protect the environment,save energy and reduce emissions,and manage the environment.Such problems become the main contradiction of regional development at present,and also become the needs of China’s regional managers The main problems.Water pollution is a key problem in environmental pollution,which will directly affect the regional soil and air environment.At present,China has the characteristics of large population density,low per capita water volume and high water environment risk.How to improve the regional water environment governance ability is the key to solve these problems.Sewage treatment facilities are the main means to improve the water environment of regional sewage treatment,and their operation efficiency is of great significance to regional sewage treatment.This paper takes Guangzhou as the research object.Firstly,all sewage treatment facilities,facilities management structure and environmental investment structure in Guangzhou are considered as a whole system for research and analysis,and three main problems and causes of sewage treatment facilities system in Guangzhou are analyzed.Secondly,the operation mechanism of the sewage treatment facility system is studied,and the main factors affecting the system performance are analyzed.According to the system structure,the sewage treatment facility system is divided into three subsystems for research.Combined with the basic principles of industrial engineering and system engineering,the management structure optimization,domestic sewage treatment facility efficiency optimization and environmental protection of the sewage treatment facility system in Guangzhou city are studied respectively Environmental regulation investment decision-making in three aspects of Guangzhou sewage treatment facilities system as a whole to optimize the design.Improve the operation performance of the sewage treatment facilities system in Guangzhou,overload the operation proportion of the low sewage treatment facilities,reduce the sunk cost,improve the operation performance of the sewage treatment facilities system,and reduce the secondary pollution discharge.The results show that: 1.The operation efficiency of sewage treatment facilities is the main reason affecting the performance of sewage treatment facilities system,balancing the "contradiction between supply and demand" between the sewage discharge from pollution sources and the sewage treatment capacity of sewage treatment facilities is an effective means to determine the performance of sewage treatment facilities system.According to this paper,the performance simulation model of sewage treatment facilities system in Guangzhou is constructed The overall optimization of service area,floor area and operation cost of sewage treatment facilities can effectively solve the problems such as inefficient operation of sewage treatment facilities system;2.Environmental regulation decision-making,this paper analyzes the impact mechanism of order type environmental regulation and market incentive type environmental regulation in sewage discharge and environmental regulation,and constructs the investment decision-making model of environmental regulation,Through the correlation test,OSL model analysis and the comparison of the results of various decision-making schemes,the simulation analysis shows that under the current situation of Guangzhou,the market incentive environmental regulation investment has the lowest impact on the sewage discharge,but because this paper mainly studies the sewage treatment facilities system without considering other factors,the market incentive environmental regulation has the advantages of attracting foreign investment,accelerating the transformation of regional green development and promoting regional green Color economic development and other functions.Therefore,when making environmental regulations,we should adjust the most reasonable investment decision-making scheme of environmental regulations according to the different industrial structure and economic development situation of the region,which can effectively improve the operation performance of sewage treatment facilities system;3.Due to the late rise of sewage treatment facilities,the system management structure of other public facilities is relatively chaotic,and there is no clear between departments Due to the definite responsibility scope,it is easy to breed corruption due to the failure of unified supervision.Based on the process analysis and ECRs theory,the optimization strategy of system management structure can effectively reduce the risk of corruption and improve the system performance of sewage treatment facilities.
