Research On Cost Consumption Quota Management Of Xi’an Community In TH Oilfield

The community is the epitome of the macro society and the foundation for the harmonious and healthy development of society.The "Thirteenth Five-Year Plan for National Economic and Social Development" emphasizes that communities,as an important support for ensuring and improving people’s livelihood,have an indispensable foundation in social management.As an integral part of the petroleum system,the oilfield community is produced along with the discovery and production of the oilfield,and plays an irreplaceable role in the stability of logistics support.At the same time,in order to deepen the reform of the organization,CNPC has set up a leading group of open source,throttling and cost reduction and efficiency enhancement projects.It has convened several group meetings and has successively issued "Opinions on the Measures for Continuously Deepening the Development of Open Source,Throttling,Cost Reduction and Efficiency Improvement" Several opinions on cost management including the Action Outline for Promoting Open Source,Expenditure,Cost Reduction,and Efficiency Enhancement Project.As an oilfield community in the logistics service sector,strict management is needed to increase investment income,and lay the foundation for improving the community’s own development and the competition of the entire oil company.According to the actual cost management situation of the oilfield community,the literature review method,field investigation method,fixed cost method,standard cost method and operation cost method are used to optimize the cost management of the Xi’an community in the TH oil field.This article takes the cost consumption quota as the theme and takes Xi’an Community of TH Oilfield as the research object.It focuses on the problems existing in the current community cost management and proposes the necessity of optimizing the cost consumption quota management.First of all,this article starts from the cost management theory and cost control method,combines the characteristics of its oilfield community cost management,analyzes the current situation of the Xi’an community through field surveys and consulting data,and summarizes the existing problems as a single fixed quota model,and excessive adjustment of quota indicators is subjective and evaluation.The mechanism needs to be improved;then it is proposed to optimize the management of cost consumption quota from two aspects,namely: optimization of quota standard measurement and optimization management mode,focusing on the "cleaning" operation in the property as an example,its quota standard,from direct materials,direct Optimize and measure labor,power and fuel,compile cost consumption model,cost consumption price model and cost consumption model;optimize its management model from three aspects: cost budget preparation,quota difference analysis and budget performance assessment;Finally,analyze the expected effect before and after the optimization of cost consumption quota management,and at the same time,in order to effectively improve the operation effect of cost consumption quota management,put forward corresponding guarantee measures.
