Point source pollution management has gradually become the core of China's environmental management,but China's current emission limits lack rigor,and the verification methods were not uniform.A systematic verification system has not been formed,which was not conducive to the emission management of fixed sources.Based on the analysis of the applicability,advantages and disadvantages of the existing emission permitting limit verification technology methods,this paper proposed emission limit verification methods with different monitoring data integrity,and builded an emission limit verification method system.Based on this,combined with the analysis of the industry's pollution characteristics,the control items and multi-level limits were selected,the industry feasibility technology were determined,and the technical process for the verification of emissions limits based on the industry's pollution characteristics was formulated.Taking the paper and paper products industry as an example,SS,COD,BOD5,ammonia nitrogen,total phosphorus,and total nitrogen were selected as control items.In view of the discharge characteristics of water pollutant discharge concentrations in the industry that had no obvious seasonal changes,a multi-level limit type was selected.In order to unify the emission limits,the emission concentration and load limits on a daily and monthly scale were calculated using standard verification methods,monitoring data verification methods,and water plant back-calculation methods.According to the calculation results of the above-mentioned different methods,their advantages and disadvantages and applicability were compared and analyzed.The management department could choose different emission limits according to different needs.The details were as follows.?1?Judging from the results of the calculation of direct-discharge pollution sources,due to the earlier establishment of the standard and the disconnection from the current technology,the results of the monitoring data verification method were more stringent than the standard verification method,which was sui Tablele for areas with poor water quality and large point source drainage and drainage.Pollution sources that had reached the requirements of the current standards.Conversely,emission limits could be calculated using standard verification methods.?2?Judging from the calculation results of indirect pollution sources,the discharge concentration limit approved by the monitoring data verification method were also stricter.They were applicable to indirect pollution sources whose actual water volume were close to or exceeded the design water volume accepted by the water management plant.Otherwise,standards could be used.The discharge concentration limit calculated by the verification method;most of the discharge load limits calculated by the water plant back-calculation method were stricter,they were applicable to indirect drainage pollution sources where the actual water volume accepted by the managed water plant were close to or exceeder the design water volume.On the contrary,the emission load limit approved by the monitoring data verification method could be used.Compared with the original single-use standard verification method,it takes into account the environmental and economic benefits of different regions,and provides a strong support for the"differentiated"management of pollution sources.Besides,development of relevant work on the permit system for sewage can discharge.
