Since the reform and opening up,China's economy has developed rapidly.However,under the extensive economic development mode,the problems in the field of ecological environment have become increasingly prominent.With the smooth convening of the 19th CPC national congress,environmental protection has become one of the national strategies.At the same time,the demand of the ecological environment construction related products and services are also increasing,but with the increase of these requirements,combined with the environmental protection project of investment in the early construction requires a lot of financial support,and find it difficult to get return in a short period of time,just rely on the government to invest in the construction of these projects is often not enough.As a new business model,PPP mode is jointly participated by the government and the social capital,which can make use of their respective advantages,share the benefits and share the risks.Therefore,PPP mode is widely used in the environmental protection industry,which can not only reduce the financial pressure of the government,but also improve the efficiency and professionalism of project execution.However,with the adjustment of some macroeconomic policies,the environmental protection enterprises with more application of PPP model are in trouble.Based on the theory of public goods,the project distinction theory,game theory and principal-agent theory,by the methods of field investigation,literature research and case analysis,in the domestic and foreign research status is summarized on the basis of the PPP mode,by deep investigation of A environmental protection enterprise,collect and organize A environmental protection enterprise's financial data and related information,combined with A green enterprise PPP mode application background,found A green enterprise application problems existing in the process of the PPP mode,analyzes the causes of these problems,and connecting with the reasons for these problems puts forward the countermeasures to solve the problem.The purpose of this study is to help A environmental protection enterprise to give full play to the advantages of PPP mode while avoiding the risks caused by the application of PPP mode,and to provide reference for other environmental protection enterprises to deal with the problems that are easy to occur in the application of PPP mode when making environmental protection investment with PPP mode.Contribution in research perspective,this paper present the PPP mode research mainly the government,the perspective of the PPP project and the project company,the research in the perspective of social capital is less,this article selects a environmental protection enterprise,from the perspective of social capital research the PPP mode application problems,enrich the research of environmental protection enterprise level,the PPP mode.
