Research On The Construction And Application Of Sichuan Shale-gas RSS Business Management System

Since the U.S.shale gas revolution in 2009,China has accelerated the exploration and development of shale gas.The National Development and Reform Commission and the National Energy Administration began to study and formulate policies to encourage shale gas exploration and development.Petro China and Sinopec successively invested a lot of resources in shale gas exploration and development,especially conquered two key technologies of shale gas exploration and development: Horizontal Well Drilling and Multi-stage Fracturing Technology,and the core equipment of shale gas Horizontal Well Drilling Technology is rotary steering system(RSS).At present,the main manufacturers of RSS used in shale gas horizontal well drilling are Schlumberger,Baker Hughes,Halliburton and other foreign companies.With the development of domestic rotary steering technology,domestic RSS has appeared,which is expected to break the monopoly of foreign companies.This paper will take Sichuan shale gas development as an example to study and build a new RSS business management system.This management system is different from the traditional oil and gas resources development management system which focuses on production operation and risk control.It combines Technology Research and Development,Marketing,Production Organization and Control,Talent support,Brand Image Management and Cost Management.By summarizing the application effect of the new RSS business management system of shale gas in Sichuan from 2018 to 2019,the new RSS business management system and traditional management system are compared and analyzed.The application research found that the new RSS business management system can effectively promote the development of a company’s shale gas project in Sichuan: improve the company’s independent research ability,expand the company’s scale of shale gas service market in Sichuan,train new technical talents,and create the company’s brand image.The promotion and application of this new RSS business management system will play a positive role in expanding the scale of shale gas exploration and development in China and improving the drilling technology level of shale gas horizontal wells.
