Research On The Comprehensive Effectiveness Evaluation Of Safety Culture Of Non-profit Organizations

In China,my country's security effectiveness evaluation system for public welfare organizations started relatively late.The security effectiveness evaluation system was initially only used in closed systems such as major enterprises and governments.But public welfare organizations are different.Most of them are open systems.So the indicators that strictly meet all the characteristics of public welfare organizations are minimal.Therefore,how to establish a safety cultural performance evaluation system suitable for China's public welfare organizations has become an urgent problem to be solved.Very important theoretical and practical significance.This research is mainly based on the two major theoretical models of BSC and KPI to formulate,screen and improve the indicators,and determine the weight of the indicators through the analytic hierarchy process.Therefore,based on the BSC's theoretical framework,the strategic objectives of public welfare organizations can be decomposed,which include: finance,service targets,management and employee levels,and then,referring to the KPI's theoretical framework,the four segments Carry out the decomposition of strategic goals,and then use the analytic hierarchy process to determine the weights of the decomposed goals,quantify their goals,and facilitate the evaluation in practice.Afterwards,the index system obtained through the research was applied to several pilot parks under the jurisdiction of the Beijing Park Management Center.The index system scale and questionnaires were distributed,recovered,counted,summarized,and analyzed.To conduct a scoring and evaluation of the safety culture of the country,analyze the current status of the safety culture of national parks and the areas that need improvement,and then complete and supplement the index system to complete the empirical part of the paper.In this research,the core research result is to obtain a set of performance evaluation system for the safety culture of public welfare organizations.The system is mainly constructed according to the theoretical model of BSC and KPI,whichincludes expert rating scale system,employees The sample questionnaire scale system and the service object satisfaction survey system can just provide a template that can be used as a reference for the evaluation of the safety cultural effectiveness of public welfare organizations in China,and thus a set of universal and targeted public welfare Organizational safety culture effectiveness evaluation system.
