Material quality is the top priority of quality management in tobacco manufacturing enterprises.It directly affects the normal operation of enterprises.But tobacco materials are susceptible to moisture and rot,with relatively high production loss rate.Hence,how to strengthen the quality control of tobacco materials to avoid unnecessary quality risk is the main problem for Tobacco Factory.This thesis is based on the research results of the "2017 Year Raw Material Quality Improvement Project"carried out by X Tobacco Factory and focus on solving the basic problems of its quality management process.The research tries to analyze the process of tobacco material management and identify the points which might have potential quality risk,then to find out the root causes of current high quality risk and put forward some suggestions about how to improve it.On this basis,the project of "Improving Raw Material Quality Management" in 2017 is constructed.The main points of this thesis are mainly concentrated in three parts.(1)Problem identification.It uses Project Whole Process Management Theory and 4M1E Tool to identify the high risk links and problems existing in current quality management of tobacco material in X Tobacco Factory during project import.(2)Goal definition.It discusses how to use 4M1E tools to put forward concrete and implementable proposals and develops project deliverables rationally before project is launched to ensure that the whole project is carried out in accordance with the rules;and define the responsibilities of each member of the project to ensure clear responsibilities during the implementation of the project.(3)Plan arrangement.Based on WBS,it discusses how to identify and arrange the priority and logic relations among activities and make a reasonable plan and arrangement to ensure the whole project is proceeded orderly.The main research conclusions of this thesis are as follows:(1)Problem orientation is the premise of carrying out quality activities.This research made it clear that planting purchase,inspection,receiving and storage are the high-quality risk in X tobacco factory through questionnaire survey and risk assessment tools.And it also puts forward specific improvement suggestions based on this.(2)The comprehensive coordination of organizational leadership and full participation of all staff,is an effective guarantee for the whole process of quality project management and implementation.The raw material quality management of X tobacco factory is not only the responsibility of the quality department,but also involves many departments such as production,information,storage and supply.Meanwhile,it is also related to the overall management system of the enterprise.(3)Scientific and rational use of project management knowledge is conducive to improve the effectiveness of enterprise internal management.In this study,the adoption of WBS project decomposition,activity duration estimation,progress control,clear responsibilities and other methods can be ensure the effective and orderly progress of the project.
