Inland water transportation is a major component of transportation system associated with the significant characteristics of large volume transport,cost effectiveness and convenient compared with the land and airborne transportation.According to background history of Chinese government's ecological protection policy,transportation of chemical substances in inland waterway have been increasingly becoming a concerned topic.Unlike ship's oil spill accident,the characteristics of chemical spill into the waterway are more complex and unique like volatilization,dissolution and sedimentation.It could be huge impact on human being,marine organisms,marine creatures and ecological system.For these aspects,this study researches the risk level of shipboard chemical spill,how to prevent it and what is the emergency treatment plan after the leakage.Quantitative damage in the risk evaluation stage associated with the economic damage consequences loss even a few studies about this in recently.The first stage quantifies the economic damage of chemical spill into the Yangtze River which is taken as a research area of this study and then establishes a risk level criterion with ALARP standard.The brief research contents are as follows:Firstly,to estimate the damage consequences of shipboard chemical spill in Yangtze River research area,the empirical formula of oil spill damage incident is modified into chemical spill in which social inflation factors,sensitivity of hazardous chemical pollution factors and environmental sensitivity factors are considered.The comprehensive error is within plus or minor 10 percent which is accepted compared to the historical data.Based on the types and volumes of transported chemicals on Yangtze River trunk,the damage consequences are estimated and results are divided into 16 different color-coded levels by using C#language on the Microsoft Visual Studio platform.The darker the color of the graphic,the more serious the consequences.The basic data output accident consequence color map can be adjusted as needed.Then,according to the economic and social development of the Yangtze River trunk line and the construction of pollution prevention and control level,the risk attitude of the Yangtze River hazardous chemicals transportation property loss is set to neutral.The city along Yangtze River is divided into 5 large segments and 285 small sections,and predicts the potential loss of property(PLP)for each segment.The acceptable risk level of upstream is lower than downstream of the Yangtze River.And then,The ALARP standard diagram is illustrated with the damage consequences costs and frequency.It can be found that the 15th segment the 279th segment and the 280th segment are above the risk level,the authority should take measures to reduce the risk level.Finally,According the cost-benefit analysis,it is determined that the medium-sized emergency library should has a comprehensive removal capacity of 350-400 tons,and the small-sized one should has a comprehensive removal capacity of 200-300 tons,the small one should has a comprehensive removal capacity of 40-80 tons on the Yangtze River.This method can be used into quantitative risk assessment of chemicals on the Yangtze River.It provides basic theory for management making decisions.
