| At present,the heterogeneity of coalbed methane(CBM)resources was not taken into account in the current indiscriminate subsidy policy,so that the limited subsidy funds are given priority to high-quality resources,even those which do not require any subsidy to be profitable,but relatively poor resources are not fully subsidized to enter the ranks of development,leading to a significant reduction in incentives for the subsidy policy.Therefore,this paper proposes the idea of implementing differentiated subsidies on different resource levels.Firstly,the factors affecting the resources value are systemically examined and sorted,and the relationship between the key factors and economic value is analyzed by an engineering economics method,then the production profile type,peak production(or stable production)and buried depth are screened as grading factors.Among the factors,the production profile type is used to categorize,and peak production and buried depth are used to grade resources within the same category.After analyzing the relation between the two grading factors and the economic value of resources,an indifference curve of resources quality is used to distinguish the CBM resources;each curve represents resources that have the same quality,with the points on the curve representing coordinate pairs of grading factors.With this discovery,we propose grading plans of CBM based on different levels of required subsidies.Based on the grading method of CBM resources proposed in this paper,the external benefits of CBM resource development are fully considered,and the external benefits of CBM resource development are quantified according to the methods in the existing research.With the goal of maximizing the sum of external benefits and economic benefits,an optimization method of differential subsidy policy of CBM resources is set up to determine the optimal subsidy amount needed for different grades of CBM resources. |
