Research On Integrated Development Of Xinjiang Oilfield With Localities In Oil And Gas Exploration

The Xinjiang Oil Field Company,a branch of PetroChina Company Limited,is headquartered in Karamay City,Xinjiang Uyghur Autonomous Region.It is a ten-million-ton giant oil and gas field in western China.The cooperation between the Xinjiang Oil Field Co.and local governments in exploring oil and gas resources is a major initiative by PetroChina to implement the CPC Central Committee and State Council's plan adopted at the Aid-Xinjiang Work Conference.It is of great significance to the leap-forward development and long-term stability in Xinjiang,to the adjustment and optimization of regional economic structure,and to the transformation from resource advantages into economic advantages.The cooperation in oil and gas exploration provides a common platform for localities,the Xinjiang Production and Construction Corps and enterprises in Xinjiang,with each of them devoting their own advantages to become stakeholders of common interests.In this way,their enthusiasm and initiative could be brought into full play to support the development of the oil industry and promote the integration of the oilfield with localities.The integrated pattern of development can rally all stakeholders together to face different challenges and settle different conflicts arising thereafter in order to create a better development environment.Meanwhile,by introducing private capital in the process of integrated development,PetroChina will make greater progress in the reform of mixed ownership in response to the state call.The Xinjiang Oilfield has made some achievements in this regard,but also met some problems in the process,and more efforts are needed for improvement.This study includes fieldwork in the Xinjiang Oilfield,interviews with experts and on-the-spot investigations,combined with case analyses of integrated development of the Xinjiang Oilfield with localities in oil and gas exploitation.Based on the status quo of Xinjiang Oilfield cooperative projects,this thesis teases out links and processes of each project and analyzes common problems existing in different projects.Furthermore,this study suggests specific fields,partners and modes of cooperation as well as implementation paths,putting forward corresponding measures from the aspects of law,policy and mechanism,which provides references for integrated development of the Xinjiang Oilfield with localities in oil and gas exploitation.
