Aviation emergency rescue is fast,flexible,efficient,and limited by geographical environment and road integrity.Therefore,aviation emergency rescue is the fastest and most efficient means of response.Helicopters are the main aircraft involved in the rescue.In the actual work of emergency rescue,there were problems of insufficient number of helicopters and excessive number of dispatches.The key to solving the problem is to quickly and accurately determine the helicopter demand after an emergency.This paper classifies and defines aviation emergency rescue missions.Based on actual cases and helicopter development,according to different levels of emergency rescue plans and related laws and regulations,combined with the emergency rescue time phase,aviation emergency rescue missions are divided into eleven categories.They include transport personnel,transport personnel,transport supplies,aviation medical services,search personnel,disaster investigation,emergency communications,spraying chemicals,intervention weather,fire fighting and other categories.The eleven major categories are divided into twenty-four subcategories,forming different combinations of aviation emergency rescue missions in different types of emergencies.Based on the principle of case-based reasoning,the calculation process of demand forecasting for aviation emergency rescue helicopters is constructed.This result is a specific configuration of the helicopter for the classification of aviation emergency rescue missions.The aviation emergency rescue case is represented in the case library using the emergency feature attribute,the emergency rescue feature attribute,and the aviation feature attribute.The weight is calculated using the entropy weight method.The process ends with case corrections and case studies.On this basis,the design and construction of the aviation emergency rescue helicopter demand system.This system has the functions of case reasoning,case inquiry and case storage and modification,which can further realize the standardization of aviation emergency rescue management.The aviation emergency rescue of the Jiuzhaigou earthquake was carried out as a practical case,and the historical case with the highest similarity was obtained in the case library.On this basis,the number and type of helicopter configurations were corrected,and the helicopter configuration required for the aviation emergency rescue of the Jiuzhaigou earthquake was obtained.The calculation results show that the system achieves the expected function,and the case-based reasoning method is applicable to the aviation emergency rescue helicopter demand problem.After an emergency occurs,the emergency command center should accurately determine the helicopter demand for different aviation emergency rescue missions in the first time.This helps to dispatch helicopters from various bases more accurately and quickly.For the subsequent emergency rescue work arrangements,better coordination can be carried out to improve the efficiency of aviation emergency rescue as a whole.
