More fog and haze happened in eastern region in recent years,which pushed local ENV Protection department to establish emission control regulations.As one of the emission source,petrol-chemical industry is considered as the major source,US EPA establish a complete identification and management system for chemical industry VOCs emissions.VOCs emission source in chemical industry has 3 kinds,the stationary pollution source,operational pollution emission source,equipment components leakage emission source.The leakage source is considered as the major part of pollutants control program.Components leakage emission comes from leaking seal point on pipelines and equipment,such as pumps,valves,joints and so on.Recently the control technology for leakage pollution is LDAR(Leak detection and repair)developed by USEPA,LDAR technology is a method of emission reduction,it defines the leaking for chemical industry components,it requires monitoring VOCs related components one by one,results higher than defined limits are determined as leaking,repairing the leaking components could result a reduction,the reductions ratio could be calculated by the difference between before and after.This program will discuss the technology bottleneck and management issues during LDAR implementation,also make a conclusion for the VOCs emission reduction effectiveness in typical chemical factory.This program adopts the description of Shanghai local technology instruction,the LDAR best practice by US EPA,and the EPA453 calculation model,the data is managed by CMsoft software.Program begins from March 2016 and ends at Mar 2017,24101 seal points were monitored totally.As the result reflects,the seal points which detection value over 10 ppm just take 4.85% of all points,however the emission volume take 47.96% of total.By the maintenance for seal points over 10 ppm,achieve a 32.1% reduction of emission.Some steps should make improvements are also discussed in this article.
