The urban agglomeration in the middle reaches of the Yangtze River is divided into the east and the west,and connected the south and the north.It has a unique location advantage,and plays an important role in the regional development pattern in China.With the promulgation of Development Planning of Urban Agglomeration in the Middle Reaches of the Yangtze River and the rise of the central region,the economy of the urban agglomeration in the middle reaches of the Yangtze River has been developed rapidly,but it is still in the mode of economic growth with high energy consumption,high pollution and low efficiency,and has great pressure on the resources and the environment.And the ecological environment of the region is affected.Therefore,it is necessary to change the development mode,improve the eco-efficiency in the region,and seek the harmonious,healthy and sustainable development within economy,society and environment of the urban agglomeration in the middle reaches of the Yangtze River.The research contents are as follows:(1)This paper systematically expounds the research background and significance of eco-efficiency in the urban agglomeration in the middle reaches of the Yangtze River,reviews the relevant theories and analyzes the research status of eco-efficiency,and discusses different views of the scholars on the concept of eco-efficiency and the methods used in the study.(2)By using the classical BCC model in the DEA model and constructing an indicator system for regional eco-efficiency evaluation,this paper evaluates and compares the eco-efficiency of the urban agglomeration in the middle reaches of the Yangtze River,and then analyzes the factors affecting eco-efficiency.(3)The spatial correlation test of the ecol-efficiency in the urban agglomeration in the middle reaches of the Yangtze River is in the global and local layers.Finally,based on the results of the research,suggestions of improving the eco-efficiency in the urban agglomeration in the middle reaches of the Yangtze River are proposed.The main conclusions are as follows:(1)The overall efficiency level of urban agglomeration in the middle reaches of the Yangtze River from 2011 to 2016 is not high,with a mean value of 0.754,and it shows a slight downward trend in the fluctuations,with a small change.In terms of regional scale analysis,there are obvious regional differences in eco-efficiency.Ring of Changsha,Zhuzhou and Xiangtan city groups has the highest average value of 0.821,and the average value of Wuhan urban city circle is 0.780,while ring of Poyang Lake urban agglomeration is the lowest with an average of 0.674.From the average of each city,the average value of Huangshi,Ezhou,Jingdezhen and Xinyu is lower than 0.6.It is urgent to strengthen the ecological environment management of the region,rationally adjust the ecological input and reduce energy consumption.(2)Based on the analysis results of scale efficiency and partial factors eco-efficiency,except for Wuhan,Changsha and Huanggang,which have reached the frontier of effective production,whose scale efficiency is 1 for a long time,and has scale efficiency,most of other cities are in the state of scale inefficiency and in the state of increasing returns to scale,which shows that it is feasible to improve the eco-efficiency by improving the scale efficiency of the region.The economic development of the urban agglomeration in the middle reaches of the Yangtze River is facing greater environmental pressure,and the partial factor efficiency of waste water,smoke&dust and sulfur dioxide is in the last three places.(3)The regression analysis of Tobit model shows that the increase of the proportion of the secondary industry has a significant inhibitory effect on the improvement of the eco-efficiency,then reducing the proportion of the secondary industry,increasing the proportion of tertiary industry and optimizing the industrial structure are beneficial to the improvement of eco-efficiency of urban agglomeration in the middle reaches of the Yangtze River.The increase of the amount of foreign capital utilization is beneficial to the improvement of eco-efficiency of the urban agglomeration in the middle reaches of the Yangtze River.The negative effect of science and technology level is remarkable.The effect of environmental regulation on the ecological efficiency of urban agglomeration in the middle reaches of the Yangtze River is not significant.(4)Through the analysis of the spatial correlation and aggregation of the eco-efficiency values of each city in the middle reaches of the Yangtze River,it is found that the eco-efficiency of the region in 2011-2016 shows no significant spatial autocorrelation from the global perspective;From the local perspective,the eco-efficiency of the urban agglomeration in the middle reaches of the Yangtze River it exists spatial autocorrelation.Policy recommendations:(1)Change the mode of economic growth and optimize the industrial structure;(2)Improve the level of opening-up to the outside world and rational utilization of foreign capital;(3)Promote coordinated development among regions;(4)Strengthen the education of ecological environment and raise the citizens~'awareness of environmental protection.
