Currently,the recovery trend of international economy is still slow,domestic economic development has entered a new normal,the economic development benefits of oilfield entered the winter period.Meanwhile,The Eighteenth National Congress of the Communist Party of China with respect to deployment on the comprehensively deepening reform strategy also explicitly had required to state-owned enterprises have to further standardize the management decision-making and improve the efficiency of enterprises.In the face of the situation,the task is arduous and complex.Workover Rigs is the power basis on underground work,who occupy the core position in equipment management of oilfield,whose technical performance is the embodiment of oil level and ability,the operating efficiency related to the enterprise's productivity and competitiveness,and which effective utilization rate affect the efficiency of enterprises and profit.At present,in the actual operation,there is no LCC management system which is suitable for the Workover Rigs.In order to establish a set of LCC management system,the article carries out a targeted research.First of all,this paper makes a comprehensive analysis and exposition of the theory of the management of the oilfield Workover Rigs,analyzes the current situation of the oil field Workover Rigs management and LCC management,analyzes the existing problems and causes.Based on the existing data resources and make full use of the Workover Rigs principle,combined with the characteristics of oilfield operation management,the Workover Rigs life cycle cost,maintenance and maintenance with decomposed into three aspects,the paper constructs the index system and the corresponding evaluation method,according to the characteristics of the oil field by using the Grey Prediction system theory to forecast the most suitable machine LCC,reference Particle Swarm Optimization algorithm to improve the prediction accuracy and reliability,the formation of the improved Grey Prediction method is a more accurate and validated,the results were compared and analyzed.The proposed security measures for the Workover Rigs in the implementation of LCC program.
