Food safety has great influence on economic and social stability.Food product security has relations with the tips of the tongue to 1.3 billion citizens of the people's life.At present,people's demand for meat products has shifted from a full diet to a good one.In the latest report on the 19 th CPC National Congress,general secretary Xi Jinping pointed out that the food safety strategy should be implemented so that people can eat at ease.Meat is full of nutrition,which is demanded by all the families in daily life.Thus,the improvement of the quality of meat products has great significance to the improvement of quality of life.From the year of 2000,the outbreak of poison and fake meat events led to a serious problem,such as “fake mutton”on the market of Beijing and “adulterated beef and mutton” in Inner Mongolia.In Hebei province,duck meat was stuck directly into“mutton”to sell,in which circumstances meat market directly hurt the consumer's confidence and trust and caused serious social problems.It has great significance to know the quality status and to research the methods to improve the quality of the meat products in Fushun.And it also has great significance to supervise the meat production enterprises in the future.Through in-depth investigation and research on meat industry in Fushun,there are 220 food enterprises in this city,including 27 meat production enterprises by the end of 2017.There are 5 large meat production enterprises and 22 small or medium-sized enterprises,which accounts for about 12 percent of all the food enterprises.The annual output value of meat production enterprises is about 12.32 billion Yuan,which accounts for about 25.8 percent of the total GDP of the entire food industry and takes up about 1.29 percent of Fushun's total GDP.Meat processing enterprises in Fushun has a certain scale.According to the survey,there are some problems in the production and circulation fields.In production fields,there is no case of production without license and processing of products which is normative,and there is no case of third-party manufactures.The existing enterprises all operate under the food safety standards for production,in which sales account and other related records are relatively complete.The problems mainly lie in the small production scale,low degree of automation of enterprise products,the majority of which requires manual work,and the production environment is not advanced and hygienic.In addition,the self-quality and scientific literacy of enterprise managers and technical personnel is not sufficient,and the awareness of legal and social responsibility is weak.In circulation fields,the main problem is that the rate of quality conformance is 95% in general,which is lower than that in production fields.It was found that,in circulation market,the ticket and inspection reports of some meat products were still incomplete and some did not conform to the national regulations.The segregation of duties of administrative law enforcement units is in chaos,whose personnel enforces low efficiency with poor effect.In remote areas in the city,there is still a vacuum of regulation in the circulation field.Inappropriate food safety surpervising penalties exist in the current domain,and the quality standard of some inspection items such as additive and microorganism are not satisfied,therefore,the supervision should be reinforced in circulation fields.According to the survey of the details,the suggestions of improving the quality of meat products in Fushun are:Crack down the abuse of food additives and the other illegal substances in food;Improve the actual hygienic conditions of production and processing of meat products,manage meat products more tightly;Pursue the overall responsibility system for the quality and safety of meat products;The relevant functional departments should strengthen the daily supervision of meat production enterprises;We should popularize science,raise people's awareness of food safety,advocate supervision and report illegal activities;Establish a food safety system for meat products.Through this study,the present situation of quality and safety of meat products in Fushun city is clear,and the methods to improve the safety of meat products are found,which can promote the healthy development of meat production enterprises in Fushun.
