The 19 th National Congress of the Communist Party of China proposed to take the battle of pollution prevention and control as one of the three major battles to build a well-off society in an all-round way.It is required to persist in the implementation of air pollution prevention and control actions and win the blue sky defense war.Since2013,the State Council has issued air pollution control policies such as the Air Pollution Prevention and Control Action Plan and the Three-Year Action Plan to Win the Blue Sky Security Campaign.This is a major strategic plan for the Party Central Committee and the State Council to promote the construction of ecological civilization and systematically carry out environmental governance.It is also a continuous action plan for comprehensive management of outstanding environmental problems.As a guardian of state governance,auditing should play its supervisory function and escort the development of air pollution prevention and control work.At present,China ‘ s atmospheric environmental audit practice mainly focuses on the implementation of air pollution prevention policies and measures;the input,distribution,use and management of special funds;the construction and operation of key projects;and the completion of targets.The auditing technology applied to it mainly involves big data analysis technology,remote sensing technology,etc.,but less mentions of geographic information technology(GIS).Generally,GIS technology is mostly used in physical measurement of land resources and water resources in natural resource environment auditing.However,the atmospheric environment has a distinctive geographical distribution,and the current auditing techniques do not fit well with its characteristics,so that the auditing role of the audit cannot be fully exerted.Therefore,the practical techniques of atmospheric environmental audit need to be upgraded and innovated.Based on this,in order to better improve the efficiency of atmospheric environmental audit,strengthen the innovation and application of audit technology,and promote the smooth realization of air pollution control objectives.This paper analyzes the steps of traditional atmospheric environmental auditing based on the analysis of a large number of literatures,based on the current practice of atmospheric environmental auditing,and analyzes the feasibility of applying geographic information technology(GIS)to atmospheric environmental auditing.In the above,the key technologies of GIS are embedded in the audit work of each stage,and theatmospheric environment audit framework based on GIS technology is constructed.Finally,taking the air pollution prevention and control work in 31 provinces of China from 2015 to 2017 as an example,the framework is applied to analyze and evaluate the results of air pollution prevention and control work,in order to promote the development and innovation of China's atmospheric environmental audit practice technology..The research results show that geographic information technology(GIS)is a feasible technical method to strengthen the scientific decision-making of atmospheric environment audit and improve audit efficiency.GIS technology comprehensively uncovered the spatial and temporal distribution pattern of atmospheric pollutants,and determined that air pollutants have significant spatial correlation,which provides a scientific basis for auditing cross-provincial regional joint audit.It assists auditors in identifying the characteristics of air pollution,determining the scope of audit,analyzing the audit focus,evaluating the rationality of the allocation of special funds for air pollution,and enhancing the scientific decision-making of atmospheric environmental audit.More importantly,the key technologies such as GIS visualization,analysis and modeling,and layer overlay have changed the audit mode of traditional auditing.From the analysis of big data,the results of air pollution control have led to the audit.cover.It can be said that the introduction of GIS technology has provided new ideas and new technologies for atmospheric environmental audit and promoted the construction of audit modernization information.
