With the rapid development of China's economy,the water environment of the basin has been greatly disturbed.In order to coordinate the relationship between economic development and the water environment,the concept of water environment carrying capacity is proposed.The water environment carrying capacity of the river basin reflects the ability to maintain scientific and rational social and economic development not only in a superior and stable water environment.It is very important to study the carrying capacity of watershed water environment for optimizing the utilization of water resources,coordinating the construction of ecological civilization,the relationship between industrial and agricultural production and watershed water environment,and realizing the sustainable development of social economy in watershed.In this paper,the evaluation index system of water environmental carrying capacity of river basin is determined according to the principle of establishing the index system.The water environmental carrying capacity of the upper reaches of Yinghe River(above the entrance section of Baisha Reservoir)from 2008 to 2017 was evaluated and analyzed by using the fiveelement connection number evaluation model of set pair analysis theory.Research Notes in this Paper,the carrying capacity of water environment in 2009,2012 and 2013 is grade IV(lower),in 2008 and 2017 is grade V(lowest),and in 2010,2011,2014,2015 and 2016,the carrying capacity of water environment is grade III(medium).It is concluded that the set pair analysis model is suitable for evaluating the water environmental carrying capacity of the river basin;the water environmental carrying capacity of the Yinghe River Dengfeng section is generally at a low level,which should be paid attention to;In order to promote the coordinated development of social economy in Yinghe River basin,measures should be taken,such as open source,throttling,comprehensive utilization of reclaimed water and rainwater,and increasing the water recycling rate.
