The Environmental Protection Of The Sea Area In The Bohai Sea Region Of China

Since the middle and late 20th century,marine environmental issues have gradually attracted the attention of all countries in the world.The Bohai Sea region is one of the regions with the most abundant marine resources in China.Through long-term development,the marine economy of the region has developed rapidly.However,as the scope of marine development has expanded,the damage to the ecosystems in the Bohai Rim region has become more serious.If it is not stopped in time,various measures are taken to avoid it.In the long run,the social development foundation of the Bohai Sea region will be destroyed.What measures should be taken to continuously develop and protect the seas in the Bohai Sea and prevent the ecological destruction of the area from continuing to become a difficult problem to be solved.Taking a close look at the development of closed coastal bays around the world,the Bohai Sea and the Seto Inland Sea are similar in terms of geographic latitude,shape,development,and protection history.Therefore,it is of great significance to study the establishment and implementation experience of the development and protection of the sea development in the Seto Inland Sea region and to establish and perfect the laws and regulations for the protection of the Bohai Sea.In order to achieve this goal,the ideas of this paper are as follows.First,the concepts and theories of regional sea governance are briefly described,which lays the foundation for the following discussion.Second,the analysis of the state of sea environmental governance in the Bohai Sea region and a series of problems in the treatment of pollution.Thirdly,it discusses the development history of the Seto Inland Sea and related protection laws and regulations.Fourth,it compares the related legal systems of regional sea protection in the Seto Inland Sea and the Bohai Sea,and proposes proposals for improving the protection system of the Bohai Sea Coastal Belt..Based on the above arrangements,the main contents are as follows.Chapter 1 outlines concepts and theories related to regional sea governance,including the concepts of regional seas,the theoretical basis for governance,and the significance of protecting the region’s seas.The second chapter discusses the current situation of the sea environment in the Bohai Sea region and related problems in the treatment of pollution.It focuses on the analysis of the contradiction between the increase of the economic development in the Bohai Sea region and the limited capacity of the ecological environment,and the process of pollution control in the Bohai Sea region.,The shortcomings of the current operating system of laws and regulations and the lack of enforcement conditions for law enforcement agencies.The third chapter discusses the sea development process of the Seto Inland Sea region and related protection legal systems.The development of the regional sea in the Seto Inland Sea has gone through the road of "first destroying and later rectifying".The protection of the regional sea experienced a shift from paying attention to pollution prevention and control to comprehensive environmental protection.The main legal systems include the Public Land Surface Landfill Act,the Coastal Law,the Environmental Impact Assessment Law,and the Environmental Basic Law.These general laws closely cooperate with the Setouchi Inland Sea Special Measures for Environmental Protection.It has jointly promoted the protection and restoration of the Seto Inland Sea area and has become a model of regional ocean management in the world.Chapter 4 compares the related laws and regulations concerning sea protection in the Seto Inland Sea and Bohai Sea areas,including the comparison of legislative background,legislative objectives,and legal systems.By contrast,the reasons for the poor maritime protection in the Bohai Sea region lie in the lag in legislative objectives and the legal system.Insufficiency,management confusion,and insufficient government attention.On this basis,recommendations were put forward to improve the protection of the Bohai Sea region,including guiding the legislative work with the idea of sustainable development,and improving the legal and regulatory system,especially the improvement of the Bohai Administration Law and related supporting laws,as well as general and special institutions.The setting and perfection.
