Research On Experience Analysis Of Los Angeles' Smog Treatment From The Perspective Of Multi-subject Cooperation

Chinese economy has developed rapidly since the reform and opening up,and the comprehensive national strength has greatly been improved.While the haze,the most alarming environmental pollution problem has also become more and more serious.Now,Haze has affected China's international image.It has became an obstacle to the sustainable development of China.Chinese government has made great efforts to governance haze.However,haze treatment is a systematic engineering.So only relying on the government to solve this problem is not enough.The whole society and market should be in this systematic engineering.In 1940s,Los Angeles were in the process of industrialization,and the air pollution of this county is very serious,but in 1990s,the air quality of Los Angeles became better and better under the whole American more than 50-year efforts.This paper summarizes the existing treatment stages of Los Angeles' smog,and according to the function of government,market and society in cooperative governance,the paper divide the multi-governance of Los Angeles' smog treatment process into three stages.The three stages are the confusion period(1943-1955),the breakthrough period(1955-1975)and the steady development period(1975-now).Then in the paper,the history of smog treatment in Los Angeles in the three stages and multi-subjects cooperative mechanism of Los Angeles,multi-level and inter-regional cooperation mechanisms,and the multi-agent cooperative mechanism which include the driving mechanism,the cooperation mechanism,the restriction mechanism,and the guiding mechanism are all analyzed and studied.And finally the paper make a conclusion of the experience of multi-subject of smog treatment in Los Angeles:smog treatment adopted some effective actions step by step;built a multi-level,cross regional and multi-subject cooperative mechanism;improved their relevant legal systems;the environmental groups promoted the process of smog management;developed the environmental science and technology to treat smog,and promoted industrial restructuring and upgrading.From the above conclusion,our Chinese government should also improve chinese relevant legal systems;build chinese multi-level,cross regional and multi-subject cooperation mechanism;enchance the participation of the public and social organizations;research the source of pollution,and develop the environmental science and technology.
