| With the rapid development of social economy in China,water pollution is becoming more and more serious.Since the Eleventh Five-Year Plan,China has paid more and more attention to the prevention and control of water pollution.The state has begun to call on people to save water.At the same time,the treatment of water pollution has begun to be on the agenda.The implementation of differential water prices for enterprise water use has created good external conditions for the healthy and rapid development of sewage treatment projects.But after all,enterprises are pursuing economic benefits,and the investment of sewage treatment projects is large and the income is relatively slow.If we can further control the cost of sewage reuse,it will undoubtedly increase the attractiveness and feasibility of sewage treatment projects.During the Twelfth Five-Year Plan period,China will strengthen the prevention and control of water pollution.The improvement of discharge standards of enterprises will undoubtedly further improve the water quality of rivers.Enterprises need to renovate existing sewage treatment facilities and increase the intensity of wastewater reuse.The future of sewage treatment projects will be bright.At present,small and medium-sized sewage treatment projects account for more than 80% of the total sewage treatment projects in China,with small investment,good effect and short construction time.Taifeng Sewage Station is a typical representative of small and medium-sized sewage stations.Through the cost control study of wastewater reuse project of Taifeng Company,it helps enterprises to improve the cost control consciousness of management and workers,enhance the management level of project management departments,and achieve the purpose of reducing material cost and labor cost and maximizing benefits.This paper takes Taifeng Sewage Station Wastewater Reuse Project as an example to analyze the cost control status of Taifeng Sewage Station Wastewater Reuse Project.Combining cost control theory with practice,it finds that Taifeng Company has problems in project cost control system,project cost control consciousness and project fund supervision.Specifically,Taifeng Company does not have perfect project cost.Control system,the core members of cost control system have insufficient understanding of cost control,and lack of practical experience in project management,inadequate supervision of project cost control funds,uneven allocation of project resources,inadequate information management of cost control,all departments can not achieve timely and effective information communication.In this paper,the reasons for these problems are analyzed in detail,including:(1)the imperfection of project cost pre-control,the weakening of enterprise cost internal control,the unbalanced distribution of project resources,and the lack of reasonable pre-plan as a guarantee;(2)the high-level personnel of the project do not pay attention to the cost management information system,which makes the cost management system lack of.Effective design and communication;(3)There are no plans at the stage of project bidding,additional projects after low-price bidding,unreasonable quotations and other reasons;(4)There is a lack of perfect budget preparation system,modern means of fund management and detailed use of funds.On this basis,this paper puts forward a cost optimization scheme,which includes:(1)doing a good job of cost budget,optimizing project cost management;(2)establishing staff and group assessment system to strengthen the awareness of cost control of all project members;(3)rationally allocating human and material resources,improving the use plan of funds;(4)strictly controlling project quality cost,establishing and improving time cost control.The system mechanism,proper construction supervision and mature cost control system of the project should be established.In order to better implement the scheme,this paper puts forward the safeguard measures for project implementation,including the rational use of earned value method and adequate safeguard at the organizational,technical,economic and legal levels of cost management control. |
