Research On Zhe Influenec Of Rural Chemical Industry Park On Zhe Welfare Of Zhe Surrounding Farmers

Chemical industry park is an important part of the development of chemical industry in china.At present,our country does not have a clear definition of the chemical industry park,in theory,the establishment of the chemical industrial park is conducive to chemical industry concentration,factor agglomeration,industrial clustering,intensive management and governance scale in certain areas,can effectively avoid the abuse of farmland and extensive sewage.But in reality,due to the lack of overall planning and management confusion,some of the rural chemical industry park has caused serious pollution.Pollution emissions seriously threaten the personal safety of farmers around the chemical industry park,leading to the destruction of the ecological environment and the negative impact on the production and life of local rural residents.The damage to the countryside,agriculture and farmers caused by the chemical industry park may be far greater than the economic value it creates.Farmers with damaged welfare,on the one hand,become the victims of environmental pollution,on the other hand,they may become unstable factors damaging the rural harmonious society,farmers making trouble have caused serious social trouble in individual areas affected by the serious pollution of the chemical industry park.This is not only harmful to realize the strategic layout of helping farmers get rid of poverty and fully building a well-off society,but also detrimental of the construction of ecological civilization and the improvement of national physical fitness.This paper based on the theory of Sen’s capacity,based on the survey data of Chinese farmers around chemical industry park in Jiangsu and Anhui provinces.Firstly analyzes the farmers’ welfare status of treatment group and control group by using Sen’s capability theory and fuzzy evaluation method,objectively and quantitatively assesses the effects of chemical industry park on the surrounding farmers’ multi-dimensional comprehensive welfare such as income,health,environment and living.Secondly,using multiple regression model to analyze the effect of chemical industry park on the welfare of farmers.Results show:Firstly,the chemical industry park lead to the deterioration of the environment of surrounding areas and the total welfare loss of surrounding farmers,expressed as the mean welfare of farmers in the treatment group affected by the chemical industry park was lower than that of the control group without the influence of the chemical industry park;in five functional activities,apart from the community public facilities dimension,the welfare of family economic status,living environment,health status and psychological status of treatment group was significantly lower than the control group.Secondly,chemical industrial pollution has a significant negative impact on the surrounding farmers’ welfare,and the absolute value of effect increases with the decrease of farmers’ household income,low-income group of farmers are the biggest victims of industrial pollution;environmental unfair has a significant negative impact on the surrounding farmers’ welfare,and the absolute value of effect increases with the increase of farmers’ household income,high-income group of farmers are more sensitive on environmental inequality;in addition,farmers’family income has a significant positive impact on farmers’ welfare,family income has a higher impact on the welfare of middle-income and low-income farmers.Engaged in agricultural production causes a significant decline in farmers’ welfare losses.This paper puts forward policy suggestions as follows:This paper proposes the following policy recommendations:Firstly,it is suggested that the government should promptly shut down the rectification of the polluting enterprises in the rural residential areas,so as to reduce the further damage to the farmers’ welfare.Secondly,considering the substantial decline of the surrounding farmers’ welfare that the polluting enterprises create,we advise a government-led,polluting enterprises-executives economic compensation for farmers surrounding the polluting industry,in order to compensate famers’welfare loss.Thirdly,taking into account the pollution of polluting enterprise has a significant negative impact on the surrounding farmers’ welfare,and the absolute value of effect increases with the decrease of farmers’ household income,giving a priority compensation to low-income group of farmers is recommended.Fourthly,considering the high-income group of farmers are more sensitive on environmental inequality,it is advisable to educate farmers in the higher income areas through popular science propaganda and other forms of education to prevent pollution hazards,reducing the excessive panic behavior of farmers because of lack of knowledge of science.
