In recent years,the problem of climate change has become increasingly serious.Extreme weather events such as high-temperature heat waves,floods and droughts have occurred frequently,which seriously threaten human health and economic and social development.The uncertainty of climate change and the complexity of urban systems increase the risk of urban climate disasters.Especially with the acceleration of urbanization,traditional urban planning and development concepts are difficult to meet the needs of cities to cope with climate disasters.The concept of urban resilience provides new ideas and new directions for urban adaptation to climate change from the perspective of dynamics and development.However,the current domestic scholars’ research on urban resilience is still in the initial stage of theoretical exploration,and there is a lack of quantitative research on urban resilience.Therefore,exploring an assessment method that can scientifically quantify urban resilience is particularly important for reflecting the resilience of different cities and improving the ability of cities to cope with climate change.Based on the theoretical study of urban resilience,this paper constructs the conceptual framework and indicator system of urban resilience assessment,and studies the urban resilience assessment model.Selecting Beijing,Chongqing and Yiwu as case cities,this paper uses the established index system and evaluation model to evaluate their resilience and proposes relevant suggestions for urban resilience improvement.The main research contents and related achievements are as follows:(1)Combine the existing resilience concepts and explore the relationship between resilience and vulnerability,based on which Based on this,the understanding of the concept of urban resilience in the context of climate change is proposed;(2)A conceptual framework and indicator system for urban resilience assessment was constructed.The urban resilience assessment indicator system includes six first-level indicators(social,economic,community,infrastructure,ecological environment,institutions)and 24 secondary indicators;(3)The urban resilience assessment model was studied,including using the standardization method of deviation to standardize the index values,combing the analytic hierarchy process(AHP)and the expert group weighting method to determine the weight of each indictor,using the weighted average model to calculate the city resilience index;(4)Selected cities of Beijing,Chongqing and Yiwu as target cities for case study of urban resilience assessment.Through research,it is found that Beijing has the highest level of resilience,followed by Yiwu City,and Chongqing has the lowest level of resilience.Compared with Chongqing and Yiwu,Beijing’s resilience level shows a strong growth trend,while the resilience level of Yiwu City and Chongqing City tends to be flat.In addition,the weak points of Yiwu’s resilience construction are mainly reflected in the construction of communities and infrastructure.The weak points in Beijing are characterized by ecological environment improvement and unemployment protection.Chongqing has the most weakness in resilience construction,mainly focusing on social welfare(such as education level,Vulnerable population,medical and health conditions),economic development,community building and infrastructure construction;(5)Suggestions on the construction of urban resilience in China are put forward from the aspects of government organization management and social security level,ecological environment quality,economic development level and infrastructure construction level,which can provide reference for improving the level of urban resilience and improving the ability of cities to cope with climate change. |
