| The historical experience of developed countries tells us that unreasonable economic growth will cause irreversible damage to the environment.China’s own decades of development experience has also confirmed this point.The extensive economic development model has caused tremendous damage to China’s ecological environment,especially the frequent occurrence of extreme weather such as haze in recent years.It is also a powerful force for this fact.The emergence of environmental problems is inseparable from the economic drivers behind them,and no economic factor can be separated from the system.In the process of reform,Chinese-style fiscal decentralization has greatly promoted the creation of China’s economic miracle and triggered a series of environmental problems.In this process,industrial restructuring has become the main task of China’s economic development in the new era.It not only plays an important role in transcending the current economic research period,but also plays an important role in reducing environmental pressure and improving environmental quality in China.Many scholars have discussed the relationship between fiscal decentralization,industrial structure and smog.However,the shortcoming is that previous studies have focused on the relationship between the two,and there is a lack of discussion on the relationship between the three.Therefore,it is necessary to include the three in the same research framework and analyze the impact of China’s special fiscal decentralization system and industrial structure on smog pollution.This paper is based on the literature review of the review of the literature-the review of the development process and the analysis of the status quo-mechanism description and hypothesis structure-model construction and empirical analysis-policy recommendations.Firstly,it sorts out the relevant literatures of domestic and foreign scholars on fiscal decentralization and environmental pollution,industrial structure and environmental pollution,and summarizes the relevant research results in the reality of foggy pollution in China.It reviews China’s fiscal decentralization system and industry.The development history of the structure summarizes the current situation of China’s fiscal decentralization,industrial structure and smog pollution.Then it expounds the mechanism of fiscal decentralization and industrial structure affecting smog pollution,and analyzes the impact of the two on smog pollution.Two hypotheses are proposed for empirical testing.The per capita smog pollutant discharge is used as an indicator to measure the intensity of smog pollution,and the fiscal decentralization ofeach province is measured by the decentralization of expenditure.The proportion of the added value of the tertiary industry to GDP and the proportion of the employed in the tertiary industry are regarded as the industry.Structural indicators,and control other variables that may affect smog pollution,using the panel data of 30 provinces(autonomous regions and municipalities)in China from 2006 to 2015,empirically study the fiscal decentralization and industrial structure on the intensity of smog pollution with a fixed effect model.On the basis of this,China is divided into three levels of high,medium and low pollution areas,and the regional difference analysis is carried out through the double fixed effect model.Finally,on the basis of theoretical analysis and empirical research,it puts forward policy recommendations that are conducive to reducing smog pollution and playing a good job in defending the blue sky in China.According to the results of empirical analysis : the overall increase in the decentralization of expenditure will significantly increase the impact of smog pollution intensity,while the development of the tertiary industry does not play its due diminished effect,mainly because of the development structure of China’s tertiary industry.Sexual contradictions are prominent.Compared with the developed countries,the tertiary industry accounts for a small proportion of GDP in China.The development of the tertiary industry is not balanced.The proportion of traditional service industries represented by transportation and catering is high,while financial and cultural creativity The proportion of modern service industries such as science and technology is low.The increase in R&D investment intensity can significantly reduce smog pollution,while the level of economic development and urbanization of the population have an insignificant positive impact on haze.The empirical results of regional differences show that the decentralization of expenditure has a positive effect in both high-emission and low-emission areas,and negative impact in the middle emission area;the impact of industrial structure on haze in high-emission areas and emissions The districts all showed a positive relationship,while in the low-emission areas,they showed an insignificant negative relationship.Based on the above research conclusions,the following countermeasures and suggestions are proposed:(1)to promote the reform of the current fiscal and taxation system and accelerate the establishment of a modern fiscal system;(2)to gradually incorporate environmental protection indicators into the performance appraisal system of local government officials;(3)to promote the green structure of the industry.Upgrade to promote the industrial structure to be advanced;(4)increase the intensity of R&D investment and improve the level of scientific andtechnological innovation;(5)implement targeted and focused regional flood control policies. |
