Environmental Pollution Control Policy Implementation Assessment

With the acceleration of China’s modernization process,the increasingly serious environmental pollution problem has threatened the healthy life of the people while restricting the pace of development in China.The 19 th National Congress of the Communist Party of China proposed to raise the ecological civilization construction and ecological environmental protection to an unprecedented strategic height.However,it seems that China still has problems in the implementation of environmental pollution control policies,resulting in insufficient implementation of policies,and the tasks of ecological protection and pollution prevention are still arduous.In his report on government work,Premier Li Keqiang pointed out: "We must strengthen pollution prevention and ecological construction,and vigorously promote green development.We must reform and improve relevant systems to jointly promote high-quality development and ecological environmental protection." This requires China and local governments.In the process of environmental pollution control,we must not only improve relevant policies,but also strengthen the implementation of policy implementation and continue to promote the development of high-quality sustainable pollution prevention and control.In recent years,Kaifeng City has placed ecological environment construction and pollution control at an important position.However,there are still problems such as inadequate pollution control in individual areas,repeated occurrence of pollution phenomena,and difficulties in implementing environmental pollution control policies at the grassroots level.Therefore,Kaifeng City urgently needs to The implementation of environmental pollution policies has been enhanced.This paper takes the implementation process of Kaifeng City’s environmental pollution control policy as an empirical research object,and uses public policy implementation theory and related models to analyze and evaluate the implementation process of Kaifeng City’s environmental pollution control policy.This paper will sort out and summarize the relevant viewpoints of domestic and foreign scholars on the implementation of environmental pollution control policies,and analyze the environmental pollutioncontrol system of China,Henan and Kaifeng,and the existence of Kaifeng City in the implementation of environmental pollution control system.The problem is analyzed.Finally,based on the public policy implementation theory and related models,based on the actual situation of Kaifeng City,the corresponding policy implementation force improvement measures are proposed in a targeted manner,and efforts are made to break the new four-bridge construction problems.This not only responds to China’s demand for ecological environment construction and strengthens the call for government’s execution,but also makes the development of environmental pollution control in Kaifeng more practical.Secondly,Kaifeng City as a prefecture-level city governance case also provides experience for other cities to carry out the work of environmental pollution control policy implementation.
