With the rapid development of Chinese social economy,the urban transportation network has become increasingly complex,and the number of people’s travels has gradually increased.At the same time,probability of extreme weather has risen sharply,making transportation infrastructure such as roads and bridges extremely easy.Being destroyed has had a huge impact on people’s lives,and it has also increased the probability of sudden events in urban traffic.Traffic emergencies are sudden and uncertain,and the impact on transportation facilities is very large,often leading to disruption or paralysis of the transportation system.However,the traffic emergency plan is mostly in the form of text,scattered content,complicated information,lack of coordination in time and space,the plan data presents more unstructured or semi-structured features,which makes the handling of traffic emergencies more.Depending on the subjective experience of the individual,the existing text plan cannot be used efficiently.Therefore,the digital research of traffic emergency plans is particularly important.This article starts from the Beijing special emergency text plan,takes the Beijing road traffic emergency plan as the research object,combines the specific road traffic emergency incident handling process,and re-organizes the emergency plan knowledge elements based on the instance-based reasoning mechanism rules(including event level,decision-making department,emergency process,etc).The digital ontology model of road traffic emergency plan was established to make the text plan efficient use.At the same time,combined with the spatial display mode of GIS,the ontological thinking logic was introduced,and the text plan was structured by Protégé software to facilitate the recognition of the computer system.Finally,based on the constructed ontology model of road traffic emergency plan,the road traffic emergency emergency response system is designed and developed to express the process in a visual way,so that the emergency response process is more scientific and reasonable.
