With the continuous improvement of urbanization level in China,the construction of urban sewage treatment facilities has developed rapidly,and the production of sludge has increased sharply.The disposal of sludge has become one of the new problems in urban development.The construction of urban sludge treatment plants is imminent.Due to the massive development of infrastructure construction in China,the government’s fiscal pressure has increased,and the traditional model of relying solely on government fiscal expenditure has not fully met the current needs.The PPP(Public Private Partnership,PPP)model is particularly suitable for the construction of large-scale infrastructure such as municipal sludge comprehensive treatment plants because it is used to alleviate the government’s financial pressure,improve the efficiency of public goods supply and risk sharing,and is favored by domestic government departments.The key and core of the PPP project is the choice of partners.Therefore,this paper conducts research on the selection of partners in municipal sludge comprehensive treatment plants under PPP mode.This thesis uses literature analysis,expert consultation,membership analysis,analytic hierarchy process and case analysis methods to conduct in-depth research: First,the paper uses literature analysis methods for domestic and foreign sludge treatment plant construction and PPP project partners.The selected researches are sorted out,the main meanings and operational processes of the PPP model are expounded,and the principles of partner selection and specific optimization processes are summarized.Secondly,the paper establishes the cooperation of urban sludge treatment plants under the PPP model through literature analysis.The evaluation index system selected by the partner,then used the expert consultation method and membership degree analysis to screen and optimize its indicators,and finally determined the evaluation index system with 3 first-level indicators and 13 second-level indicators,and calculated using the analytic hierarchy process.The weight attribute of the evaluation system;then,through the applicability analysis of several commonly used multi-attribute decision-making methods,the TOPSIS method is used to evaluate the preference of the urban sludge treatment plant partners in the PPP mode.Finally,the paper analyzes the PPP through a case study.Evaluation of the selection of partners in urban sludge treatment plants under the model Department verified the feasibility and reliability of the analysis.
