Oil is the lifeblood of the national economy.China’s national oil reserve began construction in 2004.National petroleum reserve is one of the important strategic reserve projects of a country and also a long-term strategic plan.In recent years,petrochemical enterprises have frequent fires and direct economic losses.As the National Petroleum Reserve base,to ensure the safety of petroleum reserve,the fire safety of reservoir area is extremely important.How to monitor and identify the fire in time,how to improve the ability to put out the initial fire and how to plan the effective fire prevention ability are the difficult problems for safety managers and safety technicians.In view of the current safety situation and the requirements of fire control management,the main work of this project is as follows:Firstly,several oil storage enterprises in Yangpu Economic Development Zone of Hainan Province were investigated.They mainly investigated Sinopec Hongkong Yangpu Bonded Oil Product Storage,Sinopec Hainan Crude Oil Commercial Reserve Co.,Ltd.,Hainan Huaxin Oil Base and Hainan Guotuofu Gemstone Oil Company.After discussion and communication with fire safety management personnel,the existing problems of fire control system in oil storage area are put forward,such as unreasonable design of control system,high failure rate of fire detection equipment,waste of water resources caused by false alarm and so on.Secondly,in view of the above problems,we have carried out the test under the field conditions.The flame detector has been tested and found the cause of its failure.After treatment,the failure rate of the equipment is obviously reduced,and the waste of water resources caused by false alarm is solved.Fiber Bragg Grating(FBG)is the most important means of fire monitoring in the primary and secondary seals of oil storage tank roof.Through the temperature measurement test of FBG,it is confirmed that FBG is timely and effective and can be effectively applied to the sealing ring of tank roof.Three,the overall design of the fire control system in the oil storage tank area is designed,and a fire control PLC control system is designed to realize the remote control of the foam station,fire pump,fire valve and so on.After the fire is confirmed,a fire extinguishing program can be started by one key,thus improving the timeliness of the fire extinguishing.The fire fighting process and control scheme are optimized,which saves energy and improves economic benefits.
