Research On Improvement Project Of Lab Management System

In recent years,China has implemented many incentive policies on promoting the development of the third-party inspection industries.In order to strengthen supervision and management of inspection institutions,AQSIQ(General Administration of Quality Supervision)issued Regulations on Qualification of Inspection Institutions(Order No.163 by AQSIQ)in April 2015.Compared to Order No.86 that was replaced,Order 163 imposes new requirements on the qualification evaluation of inspection institutions.As an inspection institution in the coal industry,KM Laboratory also needs to improve its current management system according to the new regulations,so as to pass the next qualification evaluation.Project management is a management methodology.In order to efficiently improve the system,this paper suggests that the "management by projects" method be adopted.The main works are as follows:First,we analyze KM Laboratory's current management system and clearly put forward the improvement's aim and demand.By elaborating on the project management method's advantages and comparing with the laboratory's improvement in past years,we demonstrate improving by the project management method's feasibility and advantages.Second,we implement project designs based on the laboratory's management system improvement's characteristics and requirements.We make clear the project's scope and progress and divide the project aim into small,specific and deliverable ones.A work breakdown structure is formed by these deliverable aims,and corresponding plans are thus made and implemented.Then,with the compiling of Risk Evaluation and Control Procedure as an example,we propose the attempts to locally projectize the operation activities.According to the requirements in Order No.163,we refer to the risk management framework and consider the characteristics of operation activities,so as to establish a practical and feasible procedure and identify,evaluate,handle and monitor potential risks in the laboratory activities.Finally,according to the new requirements,KM Laboratory improves its management system by the project management method,and passes the qualification evaluation of inspection institutions.Compared to the improvement methods in previous years,the efficiency is significantly improved with better results.This paper designs and implements a project management method for KM Laboratory to improve its management system,and successfully projectize non-traditional projects.Local projectization on operation activities is discovered as well.In this process,experience is drawn for the reference of other laboratories'improvement.
