"It is not only Jinshan Yinshan but also green mountains and green mountains.Green mountains and green mountains are Jinshan Yinshan Mountains;green mountains and green mountains are both natural wealth,social wealth,and economic wealth."Xi Jinping attended the Second Session of the Twelfth National People's Congress in Guizhou The delegation made this important speech during the deliberation.The rapid economic growth over many years has created the "Chinese miracle"of the world's second-largest economy and has also accumulated a series of deep-level contradictions and problems One of the outstanding contradictions and problems is that the carrying capacity of resources is approaching the limit,and severe environmental pollution has become an important factor that threatens the health of residents,economic development,and social stability.The government departments are aware of the various hazards caused by environmental pollution and have formulated a series of environmental protection related policies.High-energy-consuming industries are not only the basic industries of our country but also the industries with high pollution and high energy consumption.It plays a very important role in promoting economic growth and environmental protection.The introduction of environmental protection policies and the strengthening of environmental regulations will inevitably lead to an increase in environmental costs,and regional differences in environmental regulation will inevitably lead to the transfer of high energy-consuming industries.The academic community is constantly exploring the relationship between economic structural upgrading and environmental bearing capacity,and is committed to finding a balance between economic development and environmental protection.Many factors affecting the transfer of high energy-consuming industries and the impact of environmental regulations on their transfer in the short term have been studied.However,the impact of environmental regulation on the shift of high energy consumption at different stages in the long run has rarely been studied from a dynamic perspective.In the long run,how to start from the perspective of environmental regulation,to study what policy measures should be taken in different regions to scientifically guide the transfer of energy-intensive industries,to avoid the Midwest in the process of economic development continue to embark on the eastern region and developed countries It is of great significance to go through the old road of pollution after pollution and at the same time solve the loss of economic benefits brought about by the outflow of industries from the eastern region.The core of this paper is to start from the perspective of environmental regulation.First of all,it describes the current distribution of high energy-consuming industries in China and the transition status between regions,and analyzes the main influencing factors of the transfer of high energy-consuming industries;secondly,it uses the method of empirical analysis to adopt the system.The dynamic panel model of GMM focuses on the impact of environmental regulation on the transfer of high energy-consuming industries.By adding high-level items of environmental regulations,it simulates the periodical impacts of different intensity environmental regulations on the transfer of high-energy-consuming industries.Analyze the reasons for the current shifts in the energy-intensive industries in China at different stages.Finally,start with environmental regulation policies,study the level of environmental regulations in various regions,and propose that differentiated regional environmental regulation policies should be formulated to try to find high energy consumption.Industrial transfer can achieve a balance between economic development and environmental protection.
