Based on the annual haze data and industrial wastewater data of prefecture-level cities in China from 2010 to 2016,this paper uses the spatial Dubin model to analyzes the impact of financial pressure on environmental pollution, and reveals the behavioral tendency of local governments in environmental governance and the external problems. The results showed that the haze pollution level in the regions with great financial pressure increased significantly, but the influence on industrial wastewater was not obvious. In the action path, the main reason is that local governments tend to relax environmental control and increase the entry of polluting enterprises,so as to expand the tax base and relieve financial pressure. There is a significant spatial correlation between the impact of local financial pressure on haze. Both the local financial pressure and the increase of haze level can significantly improve the haze pollution degree in surrounding areas, but the effects is not obvious for the local pollutant of industrial wastewater, which indicates that haze pollution treatment has certain external problems. After effect decomposition, regional financial pressure has direct effect, indirect effect and total effect on local haze pollution volatility, and these three effects are all significantly positive. In terms of robustness test, for haze pollution, direct effect, indirect effect and total effect are significantly positive in different regions.
