"Day gray wild boundless,wind blow grass see cattle and sheep" when it comes to people thought of the vast grassland,cattle and sheep flocks,but the prairie majority in distribution in the arid and semi-arid areas,its fragile ecosystem and the destruction of human behavior,make grassland desertification increasingly serious,more difficult to see the prairie wind blow grass low see cattle and sheep.Countries in recent years for the protection of grassland desertification prevention has taken some measures to make the problem of grassland desertification has improved,but the grassland desertification prevention and cure still is imperative.And grassland desertification control problems involve many disciplines of ecology,sociology,law,the author from the legal level to the problem of grassland desertification control were discussed.Based on grassland desertification in Inner Mongolia on the status quo,analysis of the causes of grassland desertification,and combined with the new situation of grassland desertification control in recent years,the new policy,new achievements,the new problems,based on this background,this paper legislation status of grassland desertification control in our country,analyzes the problems existing in the Chinese legal system for prevention and control of desertification,and from six parts,the first part of the overlap and conflict between the law,the second part of the sand prevention act content too principle,the lack of maneuverability,the third part of the local government for grassland desertification control of legislative quality,the fourth part of grassland resources real right system needs to improve,the fifth part needs to improve the ecological compensation mechanism,the implementation of the sixth part of other relevant laws for the problem of grassland desertification control,< the analysis of land management law>,<water act and other relevant law> existing in the uncoordinated.n view of these problems,the author puts forward some legal Suggestions to improve grassland desertification control.Specifically clarify relevant legal relations,law,perfect and improve the quality of laws related to local norms,improve the ecological compensation mechanism,improve the system of grasslands,build a reasonable mode of grassland desertification control,straighten out the administrativeauthority,clear administrative responsibility,the legislative research on prevention and control of grassland desertification,perfect the legal system of prevention and control of grassland desertification,strive to maintain the relationship between economic development and grassland ecological balance,truly sustainable development,promote the harmony between man and nature,to build prosperous,democratic,civilized,harmonious and beautiful China to strive for.
