| China’s economy has grown rapidly since the reform and opening-up.but the economic growth depends on factor input,and the contribution of total factor productivity is not high.At the same time,the extensive mode of economic growth has made China pay a heavy cost of resources and environment,and lay a hidden danger to the sustainable development of the future economy.How to realize the coordinated development of ecological environment quality and economy is the important problem that China faces in the new normal state of economic development.For a long time,the government has also attached great importance to environmental problems and has implemented a series of environmental governance measures aimed at coordinate the relationship between economic development and environmental protection.On the basis of the traditional TFP,the green TFP has also taken the environmental factors into consideration,reflecting the development of green economy in the region.In view of this,this paper will mainly to the local government in environmental governance means as the research object,to explore various types of environmental governance means for the effect of green total factor productivity,and provide reference for win-win results to further optimize the environment of local government governance means to achieve "emission reduction" and "efficiency".Firstly,I reviewed the domestic and foreign research on government environmental governance means,green total factor productivity and the relationship between the two,based on the analysis of the theoretical basis of local government intervention in the field of the environment,and the local fiscal expenditure of energy saving,command and control and market environmental regulation means of green TFP impact mechanism.Secondly,analyzed the status of implementation of the local government Chinese environmental situation and environmental pollution control measures,and measure the different regions of the green TFP index,in addition,the local environmental pollution Chinese and green TFP there is obvious regional difference.Based on the above analysis,this paper uses the provincial panel data of 30 provinces during 2007-2015,test the fiscal expenditure of energy saving,the effect of green TFP and technological progress in environmental laws and regulations as the representative of the order means the market environmental regulation means to control environmental regulations and sewage charges as the representative of the region.The empirical results show that:(1)Local fiscal energy conservation and environmental expenditure have a certain contribution to green technology progress,and there are large regional differences in the impact of green TFP,from east to west,the contribution of fiscal and environmental expenditure has been gradually reduced.(2)local environmental laws and regulations the issue will help promote the green TFP growth,but in the western region for inhibition,shows that the Western Region Command and control regulation means "compliance costs"effect is more significant.(3)the sewage charges at this stage inhibited area green TFP growth,but the intensity of the sewage charges is "U" relationship with the green TFP,the level of sewage charges in most areas of the China in "U" inflection point on the left side,also shows that the current pollution charge standard is still low;partition from the regional perspective,the Western to the eastern region,inhibition of sewage charges gradually weakened.On the basis of the empirical conclusion,this paper puts forward the relevant policy suggestions from three aspects:optimizing local government financial environmental protection input mechanism,perfecting local environment regulation and environmental protection tax system,in order to optimize the local government environmental management path to provide reference to promote the coordinated development of economy and environment. |
