The Comparative Study Of Construction And Management Of Nature Reserves On Both Sides Of Taiwan Strait

Nature reserve plays an important role for the sustainable development of human society.Today,with the rapid development of our human society,the construction of nature reserve has been highly valued by countries all over the world.Since the 1980s,great achievements have been made on the construction and development of nature reserve in both sides cross the Taiwan Straits,but there has been little Cross-straits exchanges and the two sides are lack of mutual understanding.In this paper,through the collection of existing related literature data,we have made a comprehensive summing-up on the construction status,classification system,management system,relevant laws and regulations of the nature reserves in Taiwan and the mainland,using the method of field investigation,and then summarizes and analyzes the comparison of construction and management of the nature reserve between the two sides with the method of comparative analysis.it has advantages and disadvantages on both sides of the Taiwan straits.Chinese mainland has formed a relatively complete reserve system after years of effort since 1956 when the first nature reserve has been created;Though the Nature reserve construction in Taiwan province started late in 1983,it has been developing very fast since then.Chinese mainland's nature reserve can be divided into three types of protected areas:natural ecological reserves,wild animal reserves,and natural relics reserves.While,the reserve in Taiwan can be divided into national parks,natural reserves,wild life reserve,and national forest preserves in accordance with the IUCN classification standards.China has a vast area of nature reserve but only a small amount of per capita availability,and there is no clearly defined responsibility of the management departments within the protected areas.Besides,relevant laws and regulations of the protected areas are scattered,eonstruction fimding is inadequate,and the management staff are lack of professional knowledge.Combining with the actual situation of Chinese mainland,we should learn from the major management idea of reserves in Taiwan and put forward the corresponding countermeasures to solve the problems existed in the development of nature reserves in the mainland.And take use of the vast land area and the labor market to develop the nature reserve;make corresponding laws and regulations for each reserve in accordance of its type;clarify the main task of the management departments;establish and improve the budget management mechanism;enhance the cultural and professional quality of the management personnel,strengthen the professionalism of the targeted business of management agencies;and develop classified management laws and regulations on the basis of different management goals.
